What is a scratch?

A scratch occurs when a trainer, steward or regulatory veterinarian removes a horse from a race after entry. This can happen for several reasons, including scheduling conflicts, track conditions or, less commonly, safety concerns.

In 2025, the majority of scratched horses returned to racing within 30 days. Every horse undergoes a thorough evaluation to help ensure it can compete safely on race day.

Maintaining safety standards at HISA racetracks requires close cooperation with each track's management team. During accreditation visits, HISA works with staff to assess and improve their level of compliance with HISA rules.

Greg Stiles, HISA's Senior Accreditation Manager, explains.

Preventing on-track emergencies is fundamental to HISA's Racetrack Safety Program. But when injuries do happen, racetracks and training tracks must be prepared to respond quickly and effectively.

Greg Stiles, HISA's Senior Accreditation Manager, details the importance of emergency preparedness drills to ensure the safety of both horses and riders.
