LIFETIME OF SERVICE RECOGNIZED: The Texas Fire Chiefs Association proudly recognizes Fire Chief Leonard Mikeska of Montgomery County ESD 3 / Lake Conroe Volunteer Fire Department as the recipient of the 2025 Lone Star Achievement Award.

Chief Mikeska’s career spans nearly five decades of dedicated service, including more than 34 years as Fire Chief. From his early days as a junior firefighter to becoming the longest serving Fire Chief in Montgomery County, his leadership has left a lasting mark on both his department and the community he serves.

Under his guidance, the department evolved from a volunteer organization into a highly respected professional agency. His leadership led to expanded stations, modern apparatus, increased staffing, and the development of advanced training capabilities, all while improving the district’s ISO rating to a 2.

Chief Mikeska’s steady leadership has guided his department through growth, change, and challenge, always with a focus on service, accountability, and doing what is right for the community.

His legacy is one of commitment, resilience, and a lifetime of service to others. Congratulations, Chief Mikeska, on this well deserved recognition.

COMMUNITY IMPACT: The Texas Fire Chiefs Association proudly recognizes, District Chief over the Community Risk Division and Quartermaster’s Division, Acel Nichols of Montgomery County ESD 4 / Needham Fire Rescue as the recipient of the 2025 Fire Safety Award.

Through a year round commitment to community risk reduction, Chief Nichols has led the development and expansion of impactful public safety programs that are making a real difference. From large scale smoke detector initiatives that have resulted in more than 1,200 installations, to in home safety reviews that help families identify and correct hazards, his work is directly improving safety across the community.

His efforts also include hands on education programs such as youth safety training, CPR instruction, and fire prevention outreach that reaches residents throughout the year. By building strong partnerships with local schools and engaging families through creative outreach efforts, he has expanded the reach of fire prevention in meaningful ways.

Chief Nichols continues to find innovative ways to connect with the community and ensure residents have access to life saving resources and information.

2025 VALOR AWARD WINNER: The Texas Fire Chiefs Association proudly awards the 2025 Medal of Valor to Fire Chief Michael E. Phillips of the Marble Falls Area Volunteer Fire Department. This honor recognizes his extraordinary courage and his ultimate sacrifice in the line of duty.

On July 5, 2025, during the devastating Central Texas floods, Chief Phillips was responding to calls for help when his emergency vehicle was swept away by rapidly rising floodwaters. He was serving his community in its time of greatest need, and he did not return.

Chief Phillips dedicated more than 30 years to the fire service. He led with quiet strength, steady commitment, and an unwavering sense of duty. His loss is felt deeply within his department, across the fire service, and throughout the community he served.

The Medal of Valor recognizes acts of extraordinary courage and sacrifice. Chief Phillips’ actions on that day reflect the very best of the fire service. He placed others before himself without hesitation.

We honor his service. We honor his sacrifice. We honor his legacy.

2025 FIRE CHIEF OF THE YEAR: Please join us in congratulating Fire Chief Robert “Bobby” Abbott of Lake Travis Fire Rescue on being named the Texas Fire Chiefs Association Fire Chief of the Year.

Chief Abbott’s impact is felt across the fire service, and his contributions to TFCA stand out in a meaningful way. As Chair of the TFCA Legislative Committee, he dedicates an extraordinary amount of time during each Texas Legislative Session working alongside fellow chiefs to help shape legislation that strengthens and supports the fire service across the state.

He also gives back by teaching at the Fire Chiefs Academy and serving on presentation panels mentoring those aspiring to be our future leaders. Chief Abbott continues to make a lasting difference both within his organization and across Texas.
