President’s Remark:
• End of Year Party: Thanked members for the huge turnout for the event. Lauded the success of the fundraising done on the spot & we are reporting over $14000. Thanked members and well wishers that have redeemed their pledges as promised. If all pledges are redeemed, we are sure to have the land paid off this year.
• E-Passports Update: 3 passports were not returned to his knowledge and been calling & sending emails. We are been nice & working with them for our future need sake since we know we are having our largest passport processing this year 2015.

Summer Fundraising Event of 2015: President went to Westgate in the company of the financial secretary and Westgate said the month of July is booked but we can return in April to see if there will be any cancellation to accommodate NALV event. Buffet will cost $88 +22% gratuity + 8.10% tax per guest but if not buffet it will be $66 + 22% + 8.10% tax per guest excluding drinks. At that point I reasoned that this not to NALV benefit. Las Vegas convention center will accommodate guests in the thousands not 200. Suncoast Hotel is at $65 +22% gratuity + 8.10 tax. We at this point realised that Westgate has been giving us a deal comparatively. Aliante is still the only hotel that agreed that we can have Buffet style events at about $50 & also subject to negotiation. I ask them to allow me to report back to the members & see if the house wants to go to Aliante. Caesers palace is asking for $75 ++. All these charges excluding drinks. M-Resort said to have open bars we will pay $250 per bar while Aliante is okay with $150 for each bar. Personally President thinks Aliante hotel is okay for fundraising but if we are going to pay up to $100 per head before we start charging then we might not be able to do this event.
Mr. Philip Ojo: suggested that we have had events at places like Henderson city hall & the likes. He thinks we should not necessarily go to hotels since we can use our resources to cook & some people might even bring drinks or buy drinks for the event.
President: all the hall options were tried before our 2014 end of year party with time restrictions which we have witnessed as it happened at 2007 end of year party. Currently the Henderson is a little high and we have to leave by 12 It is hard to find a classy hall in Las Vegas here that will accommodate what we want if not the hotel. Request to the house to help find any hall that can accommodate our needs & we will go check it out.
Mr Philip Ojo: ask to know why not Italian American restaurant/hall
President: the house at the last meeting requested for a classy event & the executives only carries out the biding of the house. People had suggested something that will look like an evening ball. They want something they pay for but enjoy it. I had suggested that we go to Westgate but they suggested M-Resort & executives only carry out house bidding.
Dr. Oparaugo: Don’t think this for party but for fund raising. If we can find a venue that is ok , save money & it all depends on who we are bringing to the event. If we are bringing people that will bring us $20000 then aim for high end hotel but if it is among us then we should look for where we can save the most.
President: we werehoping to have hall $40 per head & sell our tickets at $80. So if we sell 100 tickets then we can make like $4000 before the event. We might be looking at the hall, if we rent & bring food the last time we did that at Henderson it cost us about $16000 but hotel might be cheaper. We are open to trying the hall. One of our colleagues had that experience where he paid more. We have done hall & we have done hotels before.
Dr Oparaugo: then we look for hotel that will charge us less than $50 & we can probably charge $150.
Dr. John Onyema: Does it matter the date or time of the year. We might just be more flexible with our date to get a better deal. If it si summere then more expensive.
President: That is why most halls are already booked for the summer period. We can push date to August but don’t think it will change the charge.
****Motion: For Aliante Hotel . Moved by Chief Fidelis Madu and seconded by Dr. Anslem Oparaugo but was not adopted.
President expressed the kind of relationship we have with Westgate Hotel and how it can help to get a better deal for our events.
Dr. Mrs Ezeanolue: why not Westgate if we can get it for $30 ++?
President: We brought Westgate but members said they want a change of venue.
****Counter Motion was never moved for adoption***
Mr. Zeb Igeleke: Suggest that we allow the president to analyse the 2 locations for us before voting.
President: At Aliante we don’t have the bargaining relationship compared to Westgate. We can get Westgate to work with us. We are dealing for the first time in Aliante though we had an event there during Anozie era which was quite successful. Westgate might be $40 if we go to negotiate with its management.
Dr. Dolue Ezeanolue: Said we can be here giving opinion all night and suggest we let the executive find the place for us & we all go enjoy ourselves.
Mr. Lawrence Okafor : ask for analysis & then vote
V-President: said we should let the president have a mandate of choice between Westgate and Aliante & if the price is the same then we go to Aliante.
President: Will look at the hotels & communicate for feedbacks via email and we will expect responses within 48 hours.
We will make the ticket bundles of 10each to members to help us sell at place of work to colleagues not more than $100 per ticket. We need to sell the ticket for 4months with the aim of selling more than more than 200 tickets before the event.

Membership Dues: We need to have membership dues paid to run this association. Noting that a lot of annual dues have not been paid for 2015. We are thankful for the kindness of the members that have been supporting us. Thank you to Mr & Mrs Bili Omodiji for hosting us tonight and enjoying his birthday. The house gave a birthday song to the celebrant Mr. Bili Omidiji.

NALV Land Ownership Levy: We are on track to pay off the land to Mr & Mrs Obiajulu. The levy is $500 for family & $350 for singles.
Mr Raymond Obiajulu: Will want us to consider sharing the money collected by the performers at our event since we are looking to raise money. We can agree with performers on the amount we will pay for the performance and look to share any money giving for their good performers if not he can also go to Los Angeles and bring a group to perform & members can give money & they go with it.
Mr. Lawrence Okafor: Disagree to using that method to raise money as we are culturally inclined not to have people entertainment money to ourselves. If a performer charges is usually less than what they can expect to be sprayed money to make up for the shortfall.
Mr. Paul Tona(Visitor): suggest using Ogano Gold as an avenue to raise fund like the Scout organization does.
President: In response to Mr Obiajulu, at the last meeting we made it known to the house that we are not been charged more than $200 & they request that we sprayed that money as a way to encourage attendees to spray them. The performers were donated by Dr. Okeke.

Financial Audit Report: Mr Ted Otokiti & Mr Ogbanzu are not here tonight. So we are bringing it to the house to decide. Last year we applied for waiver for retail tax exemption but we cannot get waive because of lack of financial documentation. Also I approached Dr Usigbe to help us write for grants and also we can only do that if we have up to 3years income tax. Another is a lady I spoke to & I will be attending a seminar. We will be approaching a professional accountant to put our account in order & we will save money compared to what we pay in retail tax. W ealso want to have a resolution to our CCOUNT. I said it lst year in June that we have 2 years document but no receipt. So no record to use. An example is Dr Chukwudum Uche who we have to include in magazine fir free. We have been paying sales tax for lack of proper documentation
Mr. Lawrence Okafor: suggest we have a 2 way accounting system.
President: that is what we are doing right now.
Mr. Cosmos Eze: What have been preventing NALV from achieving this goal? Going back 5 or 6 years?
General Secretary: The house has already moved a motion for this to be taken care of. We should have an agreement with a Bookkeeper by the next meeting, who can do this for us cheaper comparatively. We can have a standard in which the agreement can be between the bookkeeper & the association. It will cost us money but we will be seen as professionally run and hope to achieve sales tax exemption status before our next big engagement.
Mr Zeb Igeleke: Haven been with the association since the beginning and at a point I had to do an audit for the association. During John Anozie era we got it right but it has been messed up again. If we have lost 2 years information & how do you audit what is not available. I suggest that we bite the bullet & put a professional accountant to do our books & we can have a permanent book format. So let us move from this audit & move on with making NALV financially viable.
President: believe we have a record to audit but we just need to reconcile. We have record for what my administration has done. After my administration I am open to discuss with anyone that want to look into our accounts and if you find any money not accounted for call me to answer for it & if you are my friend do not defend me.
Mr. Franklin Akioyame: We all know we lost money but what are we going to gain by beating a dead horse. How much is it going to cost us to go after this issue.
Mr. Zeb Igeleke: we might not find the solution. I was saying no records because you had said there was no record.
President: At this moment we keep record & follow system to make all expenses and income transparent.
Mrs Ngozi Pamela Agu: complain about the check she gave to the association that was bounced because the account was closed. She said she was surprise that NALV should have reached out to her to confirm about the check.
President: this is first time I am putting a face to the name. We put the check in during previous administration when I was the V-P that we have a check without a telephone number & I was informed that they have your number to contact us. Your husband told us that you will be coming to give NALV another check.
Mrs Agu: want to rectify the problem & not happy that no one communicated with her rather than discuss with someone else
President: On behalf of the association we are sorry though the former President did not communicate with the executive.

Matters Arising:
Mr. Austin Chukwura: What happened to the pictures that we had at the end of year party? Want to receive it for himself.
President: We have pictures on you tube & also we have it to send to each members after we figure it out.
President: Will like to introduce our sister who is a lawyer in this town. Barrister Augusta Massey, ESQ has been very supportive & will be willing to be our legal adviser. She is an attorney in this town and a Nigerian. She has been wonderful in free legal advise to any Nigerian we have sent to her. She does not do criminal case. She has been up to date in her annual dues and any event we do we go to her and she gives money. She has also volunteer to host us in June. She was pregnant & now has a baby and that is why she has not been more active. We as NALV can use this forum to promote any member of this association business or personal. This is in line with the association.
Mr Cosmos Eze: want to know if this is proper to promote

****Excerpts (4) of August 2, 2014 Meeting Minutes for Discussion
Financial Audit Report delivered by Olu Adegboruwa: Informed the house that NALV paid $900 to have the report done. In October 2013 meeting, we had serious concern about the lack of financial/treasurer report consistently since the 2014-2014 Maduka Enemuo administration took over. This resulted in the motion to have some Olu Adegboruwa, Dr. Charles Usigbe and Rasak Oyekan look into the finances and give the house a clear picture and understanding of the account of NALV and we can as such come to the point where the house can adopt a system to follow learning from the situation. Starting period was April 2012: looking at what is in the bank statement & endeavor to locate the qualifying information to confirm whose deposit and expenses are in the bank statement.

Each month followed the same process. Any money in deposit that cannot be accounted for became UNACCOUNTED FOR ACCOUNT. On the expenses we started seeing the use of ATM card with the warning from 2009 auditor report in mind, the use of ATM for NALV expenses was a major red flag. This policy was kept faithfully to the April 2012 handover period. Various unaccounted for expenses from the beginning of the Maduka Administration because of lack of receipt to confirm amount spent. ATM used in buying of items used for events and also shows a pattern of fund being released without a return of money unspent & no deposit to income side nor is there any subsequent check to balance a transaction. NV secretary of state was over paid by $200 for annual registration since there was no exemption certificate on file. Fund generated were not accounted, Expenses were not accounted for. Various amount were cited as mismanaged fund over the period of 2012. LVH was paid sales tax because we did not request an exemption certificate from Nevada as a non-profit.

In 2013, funds were spent for activities that does not reflect the activities of NALV. Fund received were unidentified & expenses were unaccounted for. May 2013 ATM was used for all expenses with a Nigerian cuisine charge. This pattern was followed till the end of the year. NV Secretary of state was over paid by $350 for annual business registration. We also paid another sales tax to LVH for end of the year party though we had cited that we should prevent that. Checks were issued in December 2013 with no memo. All events for the year only produced 2 receipts. At this point it is left for the general house to come up with decision on how it want to deal with this revelation and move forward.

Phillip Ojo: will want to use another word for the UNACCOUNTED for Account and called it something else.

Olu Adegboruwa: just trying to see money that went into bank account that were not attached to any members.

Phillip Ojo: said it will be nice to call it no source of fund or call it something else other than unaccounted for funds.

Dr Dolue Ezeanolue: Said this document is unfinished product as we have too much missing. We can submit to whoever is responsible for this missing information so that they can respond to it & table it at a different time.

President: at last meeting we have look to sending this to a committee but members said they will prefer to know what the committee will be sitting for. that goes to the green card I have as proof that I paid which is the only way I was allowed to vie for Presidency. We had requested to meet with ex-president Maduka Enemuo and he only gave generator, claim he had lost all the cards that were made. We also requested for receipt for other events of 2012 and 2013. he said he lost all the receipts. Advise that we should set up the committee & have this discussion at the end of the review by the committee

Dr Jerome Nwokike: reflect on what he said at the last meeting & advised that we set up a committee but also insisted that he holds every member of that last administration accountable for this disturbing report. The constitution have responsibility attributed to every executive member.

Mr Yemi Ige: said he is surprise that the house is just waking up while he had to resign for this reason of not been allowed to perform in his duty as social secretary and nobody find it right to request for an oversight.

President: said he resigned as Vice-President because of this claims. He resigned due to financial misappropriation but members chose to give him a bad name. Let us not be going into why people resigned. let us set up a panel & look into this report.

Philip Ojo: we should know if is this report is fact-in-fact or fact-in-appearance. we have involve $900 to get his. is this what we get for our $900. This is how things are taken for granted in Nigeria. If we find any wrong doing in our account then we should deal with so as not to set a bad precedent.

Cosmas Eze: suggested that the committee will be a waste

President : said we have to give the person accused to defend himself. let the committee be set up & meet with the ex-President to defend himself.

Razaq Oyekan: this report was presented to himself & he thinks with time we can look at the materiality of what we are looking at versus the amount of money that the NALV have. Let us leave the idea of running the outgoing President out of office.

John Anozie: NALV 501 c status demand record keeping. let us keep an open mind by not accusing anyone but we are asking for proper documentation of all transaction as it has been done by former executives. Past executive were very transparent with all record kept. this exercise is for the future of NALV & not create a bad precedent. we should know that the future of NALV is at stake.

President: request for volunteer for the committee.

John Anozie: declined to be member of the committee as he claimed he has been personally attacked for his previous comment on this issue.

President: Will Philip Ojo join the committee

Philip Ojo: said we should have appearance of proper representation in the committee.

President: request that Mr Ted Otokiti and Mr. Augustine Ogbanzu form the committee to review the report and get in touch with the parties accused.

John Anozie: request that we can look into this matter as a way forward

President: stress the requirement for NALV as 501c in record keeping as a public organization. He met with Dr Charles Usigbe for grant purpose but he was informed that we need to have proper account kept to qualify. Moreover, he reaffirm the situation that led to Rasak Oyekan not been able to conduct 2012 audit as made by the then executive. The ex-President going outside his boundary by approaching Olu Adegboruwa for assistance to file the income tax in 2012.

Razak Oyekan: NALV should looking for ways to strengthen the accounting format.

Cosmas Eze: As a late appointed member to the ex-executive members, he was against resignation but for the executive to stay & report what they observe. Now we should move forward. Opining that if it is not that our money has been stolen but we do not have an accounting system. If we know & confirm that there are areas that we know money was used, then we should request refund from the ex- executive to pay those fund back. The committee will also come to the same conclusion & the story will not change if they ask the ex-president.

****Motion: forget the committee & figure out if we are missing money & ask the people responsible to pay us back was defeated.

President: reported that at the meeting in February 2014. Ex-president Maduka Enemuo was not able to account for the e-passport payment when he was accused by some members who claim that they paid him. Maduka Enemuo later suggested that he should be allowed to look into the claim.

***Motion to have a committee set up to look into way forward was adopted by majority votes.

Independence Day party funding was led by Mr Austin Chukwura.

Annual Children Picnic: Picnic was announced. Venue: Tropical Breeze park. we have raised about $2700 for the picnic and we are still asking for more. Mr Ted Otikiti gave 6 crates of water. picnic event start at 12noon.



Nigeria Independence Day Celebration: Party date is October 18, 2014. President reports that the executive is aiming to be prudent so that we can use the balance from the picnic to organize the independence party in case we are unable to generate enough for the independence. Venue is a banquet hall by Charleston and Rainbow. The hall is $1100 with lots of parking. Dr Eva Nnadi has agreed to be keynote speaker at the event. We are making invitation card.

Cosmas Eze: want to know if we are at the same time going to use this opportunity to raise fund for the land.

President: we are targeting a big funraising at the end of the year but we can let people enjoy only the party without asking for money now.

Cosmas Eze: Suggested that we should use such invitation to see if we can get some fund from our guests.

President: said we should do that at appropriate event. We can have dinner night at an hotel. if it cost $50 then we can charge $100. we can raise money but for this independence day party lets us look to have fun & go home.



2014 End of Year Party: We are looking at other hotels. Aliante, Suncoast, 2 other hotels on the strip will cost more. we are currently at $350 per table & we can get a discount of $20 this year.

****Motion to stay at LVH with $350 as cost of table passed unanimously

We plan to sell the table earlier because of the number of people and table we plan to sell and also to raised fund for Land.



Bereavement Announcement: Mrs Felicia Uba wake keeping for her mother was announced. We will be attending as family.

John Anozie: wanted a clarification if this is NALV function.

President: Stated that it is member that is inviting us and chosing where to meet and console them. in this case she is taking us to Rev Father (Dr.) Innocent Anyanwu 's church and the family also have a right to cancel the event and or teh venue. We seek for support both financially and otherwise. Also Mrs Nicole Okeke lost her brother and they are inviting us to their home on the August 8th after the picnic for memorial service.



E-Passport Update: Embassy is asking us for 100 names. also suggested that if any member with passport that is due to expire in 6months can register to renew. Also Nigerian govt has changed the passport and it is a little more expensive. Old booklet is N15000 & new is N20000. we have about 60 names & yet going to 100. We are hoping to have the embassy event in December. please check your passports & let us have our list ready.

John Anozie: said the passports issued at the last 2011 event will expire in 2016 and we can have the dates of the embassy visit moved towards the those set of passport renewal date to have a large number to process.

President: We cannot wait since about 60 people are ready.

Mr Babs Diyan: we are not suppose to entertain them because the Nigerian govt would have provided fund to the Embassy for these events.

President: it is cheaper for the embassy to come here to process our passports.

Land Update: following the last meeting of July, Mr & Mrs Obiajulu were paid $20,780.80 with a balance of $46,000. Since we approve a motion to have the Obiajulus pay the land in November 18,2013, meaning NALV have use up 1 year out of our 5years so the contract was backdated. We have paid him this year so no more payment in 2014 and Mr & Mrs Obiajulu said they are okay with what was paid so far we pay up by November 2018. Executive met and with the advice of a couple of members that were contacted, we agreed that in order to pay this land NALV is owing on and to pay oit up quickly, we decided that should the house approve, each member will be levied $500 towards the land & subsequent member who join will pay the registration and annual due plus whatever we the current member pay to make this project a reality. Though we are planning to raise fund, it is wise to have a system in place to pay off amount owed on the land ASAP.

Rasaq Oyekan: support the idea but minimum of $125/year so that may upfront but cannot slack in minimum required per year.

Dr Oparaugo: how did you arrive at $500

President: Exco used the list of active paying members which gives us about 100 names and the executive posit that if these 100 names continue to pay and it means that they have interest in what we are doing, it will come up to about $50,000. When we pay this land we can still pick up the other 1/2 acre at the cost of market if and whenever we want. we will buy at the value at that time. we will need the other acre for parking etc., since the value of land is not appreciate now

Dr Oparaugo: suggested that why don't we lock in the 2nd land now?

President: it is left for us to lock the second acre up. Suggest that these payment for all members are would be members should be in our bye-law. Request for motion that members be levied $500 and this rule should be incorporated in our bye-law that if anyone join the association there will be a development fee or any amendment to the topic on the floor?

Rasaq Oyekan: We can still implement it without a bye law amendment. we should not have to change byelaw always. We can make policy changes to put in association rule.

President: said he is asking for amendment of byelaw because there are other things that need to be change and a committee can be setup.

Mr. Jay Johnson: suggested that we can add the $125/year to the annual membership renewable yearly so that members can be aware of what is needed financially and can be easy for the members to remember.

President: support the idea and executive can have a list of all payment made on file for member viewing. showing the progress of payment by members until all total payment is met. Names of those that have paid will be published to members and also list of those that are owing towards the land.

Mr. Jay Johnson : ask to know the physical location of the land.

President: Tenaya /Azure on Northwest corner of Las Vegas

**Motion moved by Dr. Anslem Oparaugo just for the levy of every financial members $500 for over 4 years.

Clarification sought by Friday Irorobeje (treasurer): we should be clear if teh $500 is per family or each member?

President: confirmed it will be for each member ie Family will be $1000. Students are excluded but after graduation this development will be applied when they become full members.

Dr. Dolue Ezeanolue: Suggested that we should keep the development fee $500 across board so it does not seem like we are punishing families because in each family it might be the same person responsible for the family compared to a single person. Though he does not have a problem paying.

Mr Jay : said we might have to adjust the cost then.

Rasaq: said we should look at it in terms of benefit and qualifying adult. If a husband come they occupoy2 seat and a single person occupy 1.

Dr. Prince Igboamazu: advise that we should be careful of numbers on paper as it might seem that the people are already having a hard time paying dues

John Anozie: said all the ideas being floated are good but we should look at the end point of realizing the money. Also we should look at how committed are we all to this goal. There are other ways we can raise this money without stressing individual families. For instance, within the last period people have raised a lot of money organizing and hosting conventions. So we should host conventions every year or every 2 years. With commitment & proper planning, we might be able to raise all this money within these events. Citing examples of money raised in 2004 & 2010 at events. We should look at what is practical for us to do. As such unsure how we can enforce this collection of development fees.

Dr Oparaugo: agreed with John but believe every member to have ownership right in this land. if it is $200 or $500 or whatever we think is fair as a body just like the Catholic church's AMC. The church will not care if the parishioner do not donate at Sunday service but to be considered a member of that parish, the member must pay the AMC fees.

Olu Adegboruwa (General Secretary) : present the motions as follow:

1. $500 per single person member and $750 per family

OR

2. Reduce the money for single & $500 per family

OR

3. Aim for fundraising

***House request that fundraising should be standard as a combination.

At the point Jay Johnson was introduced as Julia husband who was in Nigeria taking care of business.

President : provided the general assembly with Jay Johnson & Julia Fortune background information that she has paid annual dues from Nigeria & requested that the husband-Jay should come to the meeting to represent the family while she is still in Nigeria.

Dr Charles Okeke: reiterated what has been said considering new members to be charged to join.

Dr. Jerome Nwokike: will want to look at ways of building the land as part of the development fund planning. Like using a plaque for people that will be donating. Have a focus of community service & names of donors that clearly show within the course of building the center in various ways.

President; the association can come up with ways to recognise the donors. This issue will be fully looked at after the land as been paid for.

Dr Jerome Nwokike: suggested that NALV should have a cadre of members base on the contribution. Like Gold members, Silver members, etc

President: our paying members are pretty much the same. As seen in the past it is the same people that have been carrying the association. So we should go to motion on floor.

Peter Umoh: Will want to echo Dr Jerome Nwokike by taking stock of our final goal by spending some money upfront in feasibility to consider if this land will meet our need.

President: Said we should look at this land as to be enough to meet our need. 1 acre of land should be enough

Peter seek to know how do we know thi swill meet our need. Suggested that we should think it through. what is the size of building we are looking at, etc

House: said events has overtaken these questions and thought. Down payment has already been made.

****Motion moved by Dr Dolue Ezeanolu: members to pay $500 and family $750 over 4 years . Then When we start building then we give by donation. Seconded by Dr Anslem Oparaugo

Motion modified by Cosmas Eze: Opined that NALV cannot be taxing the family after every 4 years and might lead to 8-10 years to pay for the land before we can start building. We should focus on the fees for 12 months by family paying $500 in 12 months & complete this project. Suggested that we shoulkd look at this project with the seriousness that it deserves. Can vouch for the families in Las Vegas to be able to pay this $500 within a year.

*****Motion raised is that within the next 12 months, family to pay $500 & single to pay $500. Dr Dolue Ezeanolue withdrew the 1st motion and seconded this motion.

Rasaq Oyekan modified the motion to accommodate the single to pay $350 within 12months.

President: agreed and suggest that the payment to be completed by December 2015 & members should know that executive will call to collect this money.

Mrs Okeke: want to know about tax deduction status.

House confirm that we are ok as a 501c.

Dr Charles Okeke: request for confirmation that this amount agreed upon is the minimum.

FINAL MOTION for consideration moved by Mr Cosmas Eze: $500 for couples & $350 for single by December 2014. Seconded by Dr Dolue Ezeanolue adopted with no opposition.
