The International Union of Operating Engineers pauses today to reflect on the events that occurred 25 years ago on September 11, 2001, in New York, Washington, D.C., and Pennsylvania. We honor the men and women who lost their lives that tragic day, including several of our members. And we remember and honor the brave men and women who devoted their skills to the cleanup efforts and who have since passed away or are dealing with the ill effects of this dangerous work. What started with an unthinkable event revealed the true American spirit that we all carry with us today. #9/11

After more than four decades of dedicated service to IUOE Local 99, Business Manager Donald Havard has officially retired.

Don began his career with Local 99 when he graduated from the apprenticeship program in 1980 while working at the International Monetary Fund. He later served as Chief Engineer at the IMF before joining the Local 99 Business Office in 2010 as a Business Representative.

Don was elected Recording Corresponding Secretary in 2013, appointed Assistant Business Manager in 2014, and appointed Business Manager in January 2016. During his tenure, he also served as Chairman of the Joint Apprenticeship Committee and Chairman of Local 99’s Health & Welfare Plan.

Don’s leadership and dedication have left a lasting impact on Local 99. We thank him for his many years of service and wish him a long, happy, and well-earned retirement.

As Local 99 continues building on that foundation, the Executive Board has announced the following leadership appointments:

🔹Frank Barile has been appointed Business Manager of IUOE Local 99.

Frank has been a member of Local 99 since 2001 and previously served in the U.S. Navy aboard the USS McInerney. He later worked at NASA Goddard Space Flight Center, where he became Lead High Voltage Electrician and served as a Shop Steward advocating for his fellow members.

Frank joined the Local 99 staff in 2015 as a Business Representative and has since served the membership in several leadership roles, including Financial Secretary and, most recently, President and Assistant Business Manager.

Additional leadership changes have also been announced as part of this transition:

🔹Raymond Stack has been appointed President.
🔹Ryan Martz has been appointed Assistant Business Manager and Recording Corresponding Secretary while continuing to serve as Treasurer.

Local 99 looks forward to continuing the work of representing and advocating for our members in this next chapter.

Please join us in congratulating Don Havard on his retirement and thanking him for his incredible service to IUOE Local 99. Feel free to leave a comment wishing Don the best in his retirement.

It is with great sadness that we announce the passing of our Brother and Retired Business Manager, Michael R. Murphy, who passed away peacefully at his home on August 24, 2025, surrounded by his loved ones. A proud Local 99 member for 50 years, Mike served as Business Manager from 2003–2016, leading membership growth, expanding education programs, and overseeing the move to our current Union Hall, “Engineer Center.”

Even after retirement, Mike remained active in Local 99 and the labor community, always standing up for working people. He was a true trade unionist, a leader, and a friend who will be deeply missed.
