CPAN -- The Coalition Protecting Auto No-Fault CPAN seeks to achieve the following five outcomes:

1. That every Michigan citizen has access to lifetime/unlimited personal injury protection coverage.
2.

CPAN’s mission to be the consumer advocate for auto insurance policyholders, those who have been injured in a motor vehicle crash and the medical providers caring for them, representing them at the Capitol, in the courts, and in the public forum. That the public understands their choices under the new law and the risks from purchasing anything less than lifetime/unlimited coverage, which would lea

ve them and their families without access to quality care in their time of critical need.
3. That those injured from motor vehicle crashes have access to quality medical and rehabilitation care and protection from economic hardship, financial ruin, and diminished quality of life from such injuries.
4. That Michigan drivers are charged fair and affordable rates with full access to quality care when injured in an auto-related incident.
5. That Court interpretations assure a level playing field among the insurance companies, consumers, injury victims and providers.

Kroese said people who can't get the rehab they need can end up in "tragic" situations, at home with loved ones struggling to deal with their complex medical care needs, or in a nursing home. She said even young people in their teens, 20s and 30s have ended up being placed in nursing homes for the elderly, without adequate care and rehabilitation.

New bills aim to fix problems with Michigan's auto no-fault law. Bill sponsors say those problems keep people who choose lifetime medical coverage on their car insurance from getting what they're paying for.

Last week, DIFS issued Bulletin 2026-15-INS in response to a Michigan Court of Appeals decision clarifying how insurers reimburse skilled nursing care and home health aide under the Michigan auto no-fault system.
"The practical takeaway for Michigan's no-fault insurers is that home health aide and skilled nursing care claims now sit firmly within the Medicare cap framework – and that the Department expects both sides to come to the table with their numbers."
