Charitable Trust is to provide a variety of services to the needy and otherwise underserved community members throughout the five-county area of Philadelphia. This mission is achieved through a variety of fundraising events and activities. rs' District Council Charity Fund until 2011. The name of the charity was changed to honor Samuel Staten, Sr., the man who founded the LDC Charity Fund through a purely unselfish act of charity during his time as Business Manager of Laborers' Local 332 and Secretary-Treasurer of the Laborers' District Council of the Philadelphia Metropolitan Area and Vicinity. The board is dedicated to continuing Mr. Staten, Sr.'s legacy of charitable giving. We will continue to spread his message and prove that organized labor truly makes a difference in the community! The Qaid Staten Memorial Scholarship Fund is specifically designated to assist qualified students in their educational endeavors by providing educational scholarships to students in need. The Qaid Staten Memorial Charity Fund was established after a Perry N. Blackman (long time union auditor and coordinator of the annual fundraising golf events) and his family generously made a $10,000 donation in memory of Qaid Staten, who was murdered just months before he was to attend Howard University, to an educational institution of Qaid’s father, Samuel Staten, Sr.’s choice. Staten chose to instead use the generous contribution to establish the Qaid Staten Memorial Charity Fund, a charity fund within the Samuel Staten, Sr. Charitable Trust (formerly the Laborers’ District Council Charity Fund), with the mission of enabling disadvantaged, deserving students to seek higher education and perpetuate Qaid’s legacy. The Qaid Staten Memorial Scholarship Fund’s mission is to work to help defray the costs of tuition, books and housing of the sons and daughters of the members of the Laborers’ District Council who would not be able to attend these institutions without some form of monetary assistance. Qualified students can apply for a scholarship from the Qaid Staten Memorial Scholarship Fund by filling out the online application.

The Samuel Staten, Sr. Charitable Trust is proud to announce that ten scholarships have been awarded through the Qaid Staten Memorial Scholarship Fund for the Fall 2025 cycle. These scholarships will support students attending a range of colleges and universities and continue our mission of proving that organized labor makes a meaningful difference in our community.
We are now accepting applications for the Spring 2026 cycle. Please note that the deadline for receipt of all required materials is November 1st. This is a firm deadline—materials must be received, not just requested, by that date. Each cycle becomes more competitive, so we encourage early preparation. Samuel Staten, Sr. Charitable Trust and Laborers’ District Council of the Metropolitan Area of Philadelphia/Baltimore/Washington were honored for the grant to help make the Heat Retreat possible and being part of the giving tree at tonight’s College Settlement Summer Camp and Outdoor School’s June Supper. Representing us was Board of Trustee member Perry N. Blackman, Certified Public Accountant.
