We are gaining momentum and I wanted to share with you some of the research and behind the scenes activity I've been engaged in regarding the upcoming decrim ordinance in Lancaster City.

First and foremost, thank you, to each and everyone who came to show their support in the rain on Tuesday. I CANNOT STRESS THIS ENOUGH, PLEASE SHOW UP ON SEP 25 @7 Hall.

***This does not feel like a slam dunk anymore.***

There were more vocal people against decrim that stepped up to the podium, causing council members to back pedal at lightening speed to placate the very disturbed opponents. I'm not comfortable with the way it went as I had sent an initial fine reduction request that council flatly ignored.

To be clear: I am personally a proponent of FULL legalization of recreational ma*****na; however, we as an entity are working with the system to take each and every necessary step to get this first step underway.

Since Tuesday:

I have contacted the president of the NAACP, and we have their full support.

I've written and submitted a feature length piece to LNP news.

I individually emailed every council person on Wednesday with a revised modification of a $35x2, $50 x 3rd offense and 7-8 & 12 hours of community service. I made one request on each email - will you sponsor or support this change? Please reply. I have this far received one reply, with no answer to my query, but I do have an invitation to coffee.

I will keep pushing, but I NEED YOU...NOT in spirit, in PERSON. Clearly we are dealing with politicians who care more about saving face to a few loud opponents than doing the right thing.

WE MUST BE LOUDER - WE MUST BE PRESENT - SEP 25 @7 HALL - I CAN'T DO THIS WITHOUT YOU.

Also I just sent this in a FB discussion with a City Councilman and the Mayor's Chief of Staff.

Good morning.... I'm in the throes of following up on everything related to this conversation. How is it that MILLERSVILLE BOROUGH so casually and calmly and QUIETLY decriminalized small possession (less than one ounce) of ma*****na to a summary offense by including it with noise, offensive odors and other generally annoying but NON CRIMINAL behavior 3 years before Lancaster City? That's laughable given how conservative the counties are constantly portrayed, while Lancaster City reps love to tout how "progressive" the city is compared to the counties. So, it's one thing when Harrisburg is winning, and York is winning, but when we are further behind the times than Millersville Borough, well, maybe I am in that place that my NYC friends keep asking me about. The taser city in the country. That's sure what's it's starting to smell like.

Not only did this pass, it was literally letter N to the disorderly conduct list of offenses, beginning with A: loud noise B: loafing and loitering C: littering ... The list goes on, but sadly the alliteration does not.

Anyway, this is what I eat, sleep, and breathe right now. So yeah, any weigh in here? Has anyone from Lancaster City Council tracked, met with or followed the three year progress of our close neighbor?

Regarding last night's City Council meeting, please watch see thru city around minutes 33-45 to catch the entirety of the debate. Link below.

With your permission, members of Lancaster NORML and based on guidance from a council member that the recommendation/ask for $25 was received as "too low" along with the proposed changes to the community service hours.

To wit, I'm proposing the following modification as a show of our willingness to negotiate, while also seeking to educate the ignorant, comfort the fearful and ultimately engage in a meaningful and rational dialogue around ma*****na.

Please feel free to comment below whether you are comfortable with or have anything to add to the following even if there is need to postpone the vote in order to get the changes made.

Key among these are the inclusion of a recommendation from City Council and the Mayor that the least punitive charge be levied on simple possession and use cases instead of the vague "police officer judgment" stance.

Second, I will be revisiting the ask to include: $35 x2 offenses, higher than a basic parking ticket, but not as onerous as $75. Since people seemed to enjoy the stratified approach to the third offense, I'll negotiate to $50. For the community service portion, I'm willing to back down to 7-8 hours to avoid a citizen having to miss an entire day of work.

For the advanced third charge, looking to increase the service hours to 11-12 maximum.

If anyone wants to print some of these in Black and White, I put these images together. If I learned anything last week, it's that PA doesn't know the simple facts. In Colorado in 2008, I was exposed to these facts no less than hundreds of times prior to the first rec vote in 08, which lost 51%-49% and we all know what happened later.

Please use these as told to educate any opposers to the decriminalization legislation, inclusive of council members.
