Pergola Rebuild Project Begins June 4

We wanted to provide an update regarding the pergola located at the community roundabout by Walnut Creek Park.

Construction of the new pergola is scheduled to begin on Thursday, June 4. The contractor will first install the structural framing using pressure treated lumber. As part of the construction process, the lumber must be allowed to dry and acclimate before stain or other finishing materials can be applied.

Residents may notice that the pergola appears unfinished for a period of time after the framing is installed. This is expected and is part of the normal construction process. The lumber will need approximately two weeks to properly dry and set before the finishing work can be completed.

We appreciate your patience as this project moves forward and look forward to restoring this community feature.

⚠ Pedestrian Pathway Closure Notice ⚠

Out of an abundance of caution, the pedestrian pathway connecting Livingston Dr and Spadefoot Ct has been temporarily closed.

During a recent evaluation, it was determined that the wooden bridge crossing the creek has experienced significant deterioration and now presents a safety concern. As a result, the bridge will be removed to eliminate any potential risk to residents.

The Board's immediate focus is addressing the safety concern by removing the existing structure. Longer term, we will evaluate potential options for rebuilding a pedestrian crossing and restoring connectivity between Livingston Dr and Spadefoot Ct. Any future replacement will require careful consideration of design, permitting, environmental requirements, and project costs.

We understand this closure may be an inconvenience for residents who regularly use the pathway and appreciate your patience as we work through both the immediate safety needs and potential long-term solutions.

Additional updates will be provided as information becomes available.

Friendly Community Reminder About Parking Consideration

We’d like to send a friendly reminder about parking throughout the community, as we’ve recently seen an increase in vehicles parked across driveways, blocking sidewalks, on grass curbs, and facing against the flow of traffic.

We understand why many homeowners prefer not to park on the street. No one wants to risk vehicle damage, and households with multiple drivers often have to manage the daily “car shuffle.” Those challenges are real, and we understand.

At the same time, we all share a responsibility to keep our streets, sidewalks, and common areas safe, accessible, and well maintained.

A few important reminders:

• Sidewalks must remain clear. Pedestrians, including children, parents with strollers, and neighbors out for a walk, should never be forced into the street because a vehicle is blocking the sidewalk.

• Please avoid parking on grass curbs. This damages community property and negatively impacts the overall appearance of the neighborhood.

• Park in the direction of traffic. Vehicles parked facing the wrong direction can create confusion and safety concerns, especially at night when headlights may appear to be from an oncoming vehicle.

For reference, these expectations are supported by the following:

• Walnut Creek Residential Use Restrictions (Section (p) – Vehicles and Parking): Vehicles may only be parked in garages, driveways, or other Board-approved areas.

• Federal ADA Requirements: Sidewalks must remain unobstructed and maintain a minimum clear width of 36 inches.

• South Carolina Code 56-5-2530: Parking on a sidewalk or blocking a public or private driveway is prohibited.

We also encourage residents to use their driveways whenever possible, provided sidewalks remain clear. If driveway space is available, using it helps keep our streets safer and easier to navigate for everyone.

IMPORTANT Drought Advisory from Lancaster Sewer and Water Authority to Local HOAs

April 16, 2026

The Catawba-Wateree Drought Management Advisory Group (CW-DMAG) announced today that extremely dry weather conditions have placed the Catawba-Wateree River Basin in Stage 1 of the group’s Low Inflow Protocol (LIP). As a result, voluntary water conservation is requested by all water users across the basin, including customers of the Lancaster County Water & Sewer District (LCWSD).

During drought, Duke Energy’s hydroelectric plants continue to operate but at reduced levels to preserve water storage in the lakes. Duke Energy is requesting lake neighbors who withdraw water from the Catawba-Wateree lakes for irrigation voluntarily limit watering to Tuesdays and Saturdays and only use the minimum amount of water necessary.

As a member of the Catawba-Wateree Water Management Group, Lancaster County Water & Sewer District (LCWSD) is required to implement its Incipient Drought Phase / CW DMAG Stage 1. Stage 1 is a drought stage that requires the first phase of voluntary reductions from LCWSD’s customers in the use of water for all purposes.

Specifically, the goal during Stage 1 is to achieve a reduction of 3-5% in overall water use. LCWSD customers are requested to follow conservation measures as follows:

Avoid lawn, garden or other heavy irrigation if possible. If you must water, please use the following schedule:

Even number addresses:
Tuesdays and Saturdays from 2 am until 10 am

Odd or un-numbered addresses:
Wednesdays and Sundays from 2 am until 10 am

Avoid non-essential uses such as refilling of pools and vehicle washing.

With golf cart season in full swing, it's important for owners to be aware of the laws governing their safe operation. In 2025, South Carolina passed legislation adding new restrictions on driving golf carts on public roads. https://www.scstatehouse.gov/sess126_2025-2026/bills/3292.htm

April Inspections: Siding & Fence Reminder

As part of our ongoing effort to be more transparent and help everyone stay ahead of community standards, we wanted to share a quick “insider tip” before the next round of inspections.

During the April walkthroughs, attention will be given to the condition of home exteriors; specifically any visible mold, mildew, or dirt buildup on siding and fences.

With the change in seasons, it’s common for siding and fences to accumulate some discoloration, especially on shaded areas of the home. A simple cleaning can go a long way in keeping your home looking its best.

A quick note on cleaning methods:
If your home has Hardie Board (fiber cement siding), please avoid pressure washing, as high pressure can damage the finish. Instead, a soft wash using a garden hose, mild detergent, and a soft brush is recommended.

Taking a little time now to address any buildup can help ensure a smooth inspection process later.

E-Bikes & Motorized Vehicles in Walnut Creek

As e-bikes and other motorized vehicles have become more popular, the Board recently formalized a resolution to help keep our sidewalks and common areas safe and enjoyable for everyone. Here's what you need to know:

WHAT'S PERMITTED ON SIDEWALKS & COMMON AREAS:
• Non-motorized bicycles
• E-bikes WITH pedals (pedal-assist)
• Stand-up scooters (electric and non-electric)
• Motorized mobility scooters used for medical/handicap assistance

WHAT'S NOT PERMITTED ON SIDEWALKS & COMMON AREAS:
• E-bikes WITHOUT pedals (throttle-only)
• Gas or electric motorbikes/dirt bikes
• ATV's
• Go-karts
• Dune buggies
• Golf carts (except in parking lots)

Please note that this resolution has been officially recorded with Lancaster County, so it's now part of the community's public record. As always, our community roads fall under Lancaster County's jurisdiction, so please follow all county rules.

Just a reminder to please observe the gym rules. No one under 16 admitted unless accompanied by an adult and no loitering(hanging out) in the gym, bathrooms or bathroom hall. A number of children are using the family fob to access the gym - playing on the equipment and just "hanging out . This amenity is for cardio/strength training. If these rules are broken, it will result in a violation and possible fine to the fob owner(parents.) So parents, please know how your children of ANY age are going to use the family fob. Everyone must use their own fob to enter - if you are in the gym and someone knocks on the door - DO NOT OPEN THE DOOR. If that person misbehaves or is underage YOU may receive a violation as we have no way to identify them.
