Steve,
Thank you for contacting Washburn County Lakes and Rivers Association (WCLRA). There has been a spate of applications to the Washburn County Zoning Committee for Conditional Use Permits to build campgrounds on county lakes. They have been successful in getting the Spooner Lake CUP denied. A group is to get a CUP on Little Stone Lake denied. Contact these people to discuss their thoughts, methods, and perhaps sharing lawyers' fees.
The WCLRA Government and Environment Committee is concerned about environmental damage that may result from large campgrounds. The Committee, Chaired by Dave Vold, is considering seeking a moratorium on campgrounds until rules are written to prevent campground lake damage. In addition to they are engaged in campground issues for the Committee
This email is being copied to all of the people mentioned above. Their addresses are on the address bar. You can turn to them for advice, However, the initiative must come from a group of concerned residents of Silver Lake. Get as many people as you can to meet prior to the Brooklyn Town meeting and get all of those people to attend the Brooklyn Town Meeting. It would be helpful if Silver Lake had a lake association. I don't think there is a lake association, at least not an association member of WCLRA.
The BrooklynTown Council may be able to stop the campground especially if there is a request for a change in zoning. Although other town councils have not stopped campgrounds, more information is now available about grounds on which a town can deny a campground. You must find LEGAL GROUNDS to deny the campground. The Town Board cannot act on the feelings of lake residents no matter how strong they may be. Present your case strongly with numerous letters to the Town Board and a large delegation at the Town Meeting.
I wish I could attend the meeting but I am not in Wisconsin right now.
Phil Sylla, President Washburn County Lakes and Rivers Association
