Here is a convenient daily chart for COVID-19 data that shows Travis County, Texas, USA and World, all in one. I think the data that is most relevant is deaths and hospitalization/ventilators. The other data is dependent on who is being tested, or not.

"Can I take my boat on the lake?"
No - boating is not listed under Transportation exemptions in the updated Travis County Order as of April 14, 2020 (located on Page 9 of that Order)

There seems to be some debate regarding whether or not Lake Travis is open or closed to boaters. According to the LCRA website: All public parks and boat ramps are closed.
Additionally, as of April 14, Travis county issued an extension to the "Stay at Home" order. Specifically, boating is not listed as "essential transportation."
