🏠 OCEAN COUNTY: IS THIS AN EMERGENCY SHELTER OR A SOCIAL SERVICE MOTEL? WE WANT TO HEAR FROM YOU!

Ocean County is taking a step toward addressing homelessness with a new program designed to help individuals and families experiencing homelessness access temporary accommodations and supportive services. We applaud every effort to help people get off the streets and move toward permanent housing. Every effort matters, and every person deserves a safe place to stay.

However, we would like to open a respectful conversation with our community about what this program actually is and how it compares with what many people understand an emergency shelter to be.

From the information available, the property is zoned as a motel and is intended to operate as a social service motel with wraparound services. Individuals and families will reportedly be able to stay in individual rooms for up to 30 days, with possible extensions to 60 days. Meals are expected to be provided through Jon Bon Jovi Soul Kitchen, prepared off-site and transported to the location.

These are meaningful services, and temporary accommodations combined with case management and housing assistance can make a real difference in someone’s life.

But it raises an important question: What is the difference between an emergency shelter and a social service motel?

Traditionally, many people envision an emergency homeless shelter as a facility where people can access immediate refuge, sleeping accommodations, meals, and shared spaces, often with staff and additional support services available on-site.

A social service motel model, on the other hand, typically provides individual rooms for temporary stays, with services intended to help guests stabilize and transition into permanent housing. The specific services and operating arrangements can vary by program.

Both models can serve an important purpose. Neither should be dismissed simply because it operates differently.

At Just Believe Inc., we believe the community deserves a clear understanding of the services being offered, the program’s capacity, its eligibility requirements, the support available to guests, and how individuals and families will be connected to permanent housing.

We also believe that addressing homelessness requires a range of solutions. Emergency shelter, temporary motel placements, transitional housing, permanent supportive housing, and homelessness prevention can all play different roles in helping people rebuild their lives.

❤️ We applaud the efforts being made to help our neighbors experiencing homelessness. Our goal is not to criticize the program, but to encourage an informed and constructive community conversation.

NOW WE WANT TO HEAR FROM YOU!

👇 What do you think?

• Does the term emergency shelter accurately describe a program offering individual motel rooms and wraparound services?

• Do you believe Ocean County needs both traditional congregate emergency shelters and individual-room placements?

• What services do you believe are essential for helping people move from homelessness into permanent housing?

• What additional resources does Ocean County still need to address homelessness effectively?

Please keep the discussion respectful and constructive. We all may have different perspectives, but we share an opportunity to make a difference in the lives of individuals and families who need help.

The ultimate goal should always be the same: safe shelter, dignity, supportive services, and a pathway to permanent housing.

The former Pelican Motel in Toms River will now serve as emergency housing for homeless people, after a Red Bank non-profit bought and renovated the property.

Larry’s Home: Making a Difference in the Lives of Our Veterans

Larry’s Home, a veteran sober living home operated by Just Believe Inc., completed construction in 2025 and officially opened its doors in January 2026. In just 10 months of operation, we are proud of what this program has accomplished and the lives we have had the opportunity to impact.

Since opening, we have interviewed 26 veterans and accepted 11 into our program. During that time, we have had to remove only one veteran for failing to follow the house rules. For us, that speaks volumes about our screening process, our commitment to accountability, and our determination to give every veteran a fair opportunity to succeed.

Larry’s Home is about much more than providing a place to live. It is about helping veterans move forward, connect with services and resources they may never have known were available to them, and begin rebuilding their lives within the community.

Our program also provides case management support through social work interns, with oversight from a Licensed Clinical Social Worker (LCSW). This team works to help residents navigate challenges, identify resources, establish goals, and address the barriers that may stand between them and long-term stability.

We believe in a balance of accountability, compassion, structure, and flexibility. Every veteran who enters our home has a unique story, a different set of experiences, and personal challenges that deserve to be taken seriously. These men served our country, and their struggles are real. Their needs are valid, and they deserve an opportunity to move forward with dignity and support.

Sober living is not without its challenges. Residents must follow house rules, respect one another, and take responsibility for their recovery and personal growth. At the same time, we recognize that overcoming barriers takes time, patience, and the right support system. Our goal is to work through those challenges whenever possible while maintaining a safe, structured, and supportive environment for everyone in the home.

We are incredibly proud of what Larry’s Home has accomplished in such a short period. In just 10 months, we have accepted 11 veterans into the program and have needed to remove only one resident for not following the rules.

For a relatively new program, these results represent meaningful progress. Rather than focusing solely on turnover, we are committed to building a program that gives veterans a genuine opportunity to stabilize, grow, reconnect with their community, and work toward a better future.

At Larry’s Home, we believe every veteran deserves more than a roof over their head. They deserve an opportunity, a support system, and a chance to rebuild their lives.

We are proud of the progress we have made, grateful to everyone who has helped make this program possible, and excited about what the future holds for Larry’s Home and the veterans we serve.
