In it, he writes, "If we really want to enhance the way security is perceived by businesses and the public, a good place to start is to ensure that officers are well-trained, professional, motivated and possess the appropriate knowledge and skills."

Members of the International Foundation for Protection Officers’ (IFPO) Canada organization https://ifpocanada.ca/ were among numerous security-forward groups that submitted recommendations to the Ministry of the Solicitor General in Ontario earlier this year during a public consultation on modernizing the Private Security and Investigative Services Act, 2005.

The IFPO Canada team -- consisting of CEO Sandi Davies, IFPO Executive Director Jessica Minion, Dr. Glen Kitteringham and IFPO Canada Director Walter Chan – advocated replacing the existing single, one-time entry license for security officers with matching the level of training and assessment to the level of risk in each role.

"IFPO Canada formally recommended a tiered, competency-based approach that matches training and assessment to the real level of risk in each role, and we're encouraged to see ideas like these gaining traction in Ontario's public conversation,” Chan said. "We were one of many groups invited to contribute, and we're glad to have offered practical, public-safety-focused input grounded in recognized competency standards.”

The IFPO Canada team submitted their concept of a three-tiered approach to the Ministry:

- Tier 1—Baseline License: for lower-risk roles. Online theory is allowed, followed by a standard exam.
- Tier 2—High-Risk, Public-Facing Endorsement (No Physical Intervention): For roles involving things like arrest authority and enhanced de-escalation. This requires scenario-based assessment.
- Tier 3—Physical Intervention Endorsement: for restraint, handcuffing, and subject control. This requires an in-person, hands-on practical assessment.

Furthermore, the team assembled a formal written submission answering the Ministry's questions, supported by the IFPO’s competency model https://ifpocanada.ca/competency-models/ and supporting researchhttps://ifpo.org/wp-content/uploads/2024/08/IFPO-Research-Project.pdf

The team also recommended provider accreditation with audits, rather than the Ministry delivering training itself, plus stronger use-of-force safeguards and digital credential verification.
