Today LPPOA’s very own Officer Kevin Espinoza participated in the Sylvan Beach Triathlon! This event included a 500 Meter Swim, 20K Bike portion, and a 5K Run.

Officer Espinoza is one of our field training officers (FTO). He has been with the department since 2023.

His participation in this challenging event is a reflection of the hard work and determination he brings to everything he does. We are proud of his accomplishment and the positive example he sets for others.

We are very proud to have Kevin represent the LPPOA during this grueling event. Congratulations, Officer K. Espinoza, on a job well done!

Last year, Austin made the decision to turn off its Flock camera network following a public pressure campaign built on misinformation about how the technology works. This weekend showed what that tradeoff can look like.

For nearly 24 hours, three suspects moved through Austin in stolen vehicles, carrying out a shooting spree across 12 separate locations. People were shot. Homes, apartment buildings, businesses, and fire stations were hit. Robberies and additional car thefts piled up as the suspects kept moving.

The response was massive. 200 officers, helicopter support, K9 units, a full manhunt. Even with all of that, the suspects stayed ahead of law enforcement. Then they crossed into Manor, Texas.

Manor is a city of roughly 20,000 residents with a fraction of Austin's resources. What Manor has is an active license plate recognition network and the community support to keep it running. Manor PD located the suspects almost immediately. The spree ended. Residents stayed safe.

We're grateful for the officers in both cities who worked to bring this to a close, and we're glad it's over. Austin is a great city full of people who deserve to feel safe in their neighborhoods. Our hope is that stories like Manor's can help inform the conversation about what these tools actually do, and what communities lose when they're taken away.

🕊️ HANS MARTICIUC 🕊️
TMPA joins the law enforcement community in mourning Combined Law Enforcement Associations of Texas, CLEAT Field Representative Hans Marticiuc.

Nearly 40 years of service, advocacy, and commitment to officers across Texas. His impact will not be forgotten.

04/18/2026

With a heavy heart we are saddened to report the passing of CLEAT’s Hans Marticiuc.
Hans was a true friend, an amazing colleague, and words cannot describe our feelings of profound loss.

His dedication to the men and women of law enforcement spanned nearly 40 years of union activism and is reflective of the care and commitment he had for the people he advocated for, leaving a lasting legacy for years to come.

After joining the Houston Police Department in 1979 he became heavily involved in union activities eventually becoming President of the Houston Police Officers Union (HPOU). Hans served as President of the HPOU for 12 years. He was a tenacious fighter for the rights and working conditions of his members and he led the charge in HPOU achieving Meet and Confer which allowed the union to negotiate wages and working conditions with the City of Houston.

In 2017, Hans came out of retirement due to his strong desire to help other officers and joined the CLEAT family servicing our Houston and Harris County members for nearly 10 years.

Hans' work ethic and motivation were second to none. Whether it was attending association meetings or functions, negotiating collective bargaining agreements, or assisting a member with an issue, Hans was always willing to step up and help.

He worked tirelessly on behalf of CLEAT’s members but also lived a life many only dream about. An avid motorcycle enthusiast and world traveler, Hans never missed an opportunity to expand his horizons. He loved seeing new places and meeting new people and cultures. Hans traveled to nearly 100 countries, sometimes by himself.

He also enjoyed riding motorcycles with his friends to rallies around the US and on several excursions to different parts of the world.
The only thing he loved more than his friends and traveling was his family. Hans was so proud of his grandchildren and never missed an opportunity to spend time with them.

For those of us that knew him and were a part of his life, we consider ourselves fortunate to have had the honor and privilege of calling him a friend. Our deepest sympathies and condolences go out to his family and friends.

RIP friend, you will not be forgotten.
