Last week at the Scouting America National Annual Meeting in Dallas, Eagle Scout Ricky Mason officially began his term as Chair of the National Executive Board. In today's OnScouting, he outlines a bold vision for the future of Scouting focused on membership growth, volunteer support, retention, and modernization.

At the center of that vision is the new “Trail Map,” a strategic plan designed to strengthen Scouting by creating better experiences for both youth and volunteers.

Mason emphasized that volunteers remain the foundation of Scouting’s success. As families balance increasingly busy lives, Scouting America is focused on making volunteering easier, more rewarding, and better supported through improved tools, training, and local engagement.

He also highlighted the need for greater investment in technology and marketing to meet the expectations of today’s families and ensure Scouting remains accessible, responsive, and relevant for the next generation.

One of the most powerful parts of Mason’s message came from his own story. A Distinguished Eagle Scout and Silver Buffalo recipient, Mason credited Scouting with helping shape his resilience, leadership, and perseverance through some of life’s toughest challenges.

“Scouting taught me how to endure challenges, how to plan, and how to keep moving forward,” Mason shared.

Important update for Scouting America volunteers and leaders:

Effective immediately, the minimum age requirement to serve as a Commissioner in Scouting America has been lowered from 21 years old to 18 years old.

This change opens the door for more young adult leaders to continue their service and leadership journey by supporting units, mentoring leaders, and strengthening Scouting at the district and council level.

If you are 18 years or older and passionate about helping deliver a strong Scouting program, now is a great time to get involved with the Commissioner Corps.

For more information about serving as a Commissioner, contact your District Commissioner, or email [email protected].

A new Scouting America Trail Map showcased at the National Annual Meeting emphasizes volunteer and parent experiences, guiding future actions.

Plans are underway for unified technology platforms, revised training, cost reduction strategies, simplify volunteer roles and reduce unit leader admin, and streamlined annual renewal processes for units and families.

Efforts to refocus marketing, expand youth-serving executives, and enhance the first year experience for youth and parents are also underway, with additional information forthcoming.

Help us implement and work together to grow Scouting as one nation, one movement.

Effective with the 2026 National Annual Meeting, Scouting America has lowered the minimum age for commissioner registration from 21 to 18.

Young adults who have aged out of the program can now step into a commissioner role right away — staying connected to Scouting and supporting the health of units in their communities. Unit service is one of the most impactful ways a volunteer can serve, and this change means we won't lose passionate Scouters simply because of an age threshold.

It's also worth noting that commissioner registration is the only council- or district-level volunteer registration option available to adults 18–21 years old. Unit service is a natural fit for this age group — college, new jobs, and busy schedules are all part of life at 18, and the flexibility of a commissioner role means volunteers can contribute on a schedule that works for them. Unit commissioners, assistant district commissioners, and assistant council commissioners are great starting points for anyone new to the work.
