ARCH Community Housing Trust

ARCH Community Housing Trust ARCH Community Housing Trust develops safe, permanently affordable housing. We are a member of the National CLT Network.

In our resort community, home prices are driven by high earning people, often outside of our community. ARCH is committed to improving the quality of life for hard working families who, in a more typical community, would not need housing assistance. We ensure that the people who provide vital services in this community can afford to live in it by building permanently affordable housing solutions.

ARCH was formed in 2005 by founder, past Board President, current Board Member, Rebekah Helzel. The organization focused on educating policy makers, employers and the public at large about the need for affordable housing and the resulting problems if affordable housing is unavailable. In 2007 we amended our bylaws and IRS application to become a Community Land Trust (CLT) with a view to actively acquire land and homes to ensure ongoing affordability. Also since 2007 we have been certified as a Community Housing Development Organization (CHDO) by the Idaho Housing Finance Association.

Blaine County has limited land and high demand, which has driven up housing costs.

That makes it difficult for many full-time workers to afford to live where they work.

ARCH develops permanently affordable housing to help address that gap and support long-term community stability.

Housing that fits the community.

Every ARCH development is designed to align with city standards and the surrounding neighborhood.

That includes working within regulations for height, density, and setbacks, and incorporating existing context whenever possible.

The result is housing that feels like part of the community, not separate from it.

Affordable housing is typically defined by how much of your income goes toward housing.

Many ARCH homes are designed for households earning a percentage of the area median income, depending on the housing type.

This helps ensure housing remains within reach for local workers across different income levels.

Housing built for people who already live here. ARCH housing supports people who are already part of the community.

That includes teachers, healthcare workers, construction crews, service industry employees, and others working full-time in Blaine County. These homes are designed to help people stay, not relocate.

Housing stability plays a direct role in keeping communities functioning day to day.

ARCH homes are designed to stay affordable over time, not just when they’re first built.

When a home is sold, there are limits on the resale price and guidelines around who can buy it. This helps keep the home within reach for future buyers, not just the first one.

It’s a way to make sure affordability isn’t lost as the market changes.

It takes a lot to make housing happen.

Affordable housing is the result of coordination across multiple layers, from land acquisition and design to approvals, funding, and construction.

ARCH works through each step of that process, often alongside partners, to bring projects from idea to reality.

It’s a detailed process, but it’s what makes long-term affordability possible.

The people we count on are counting on us.

Getting our students into college starts long before graduation. It starts with stable schools, strong teachers, and a community that works. But in Blaine County, many of the people we rely on every day—teachers, healthcare workers, service providers—are being priced out of the place they serve.

That’s where ARCH comes in.

Since 2005, ARCH has been working to create safe, permanently affordable housing for the people who keep our community running. Through partnerships with local organizations like the Blaine County School District and St. Luke’s, ARCH has helped deliver more than 200 housing units and support hundreds of residents across the valley.

Because when teachers can live here, students thrive. When healthcare workers can stay, our community stays healthy. When working families have stability, Blaine County becomes stronger for all of us.

This is bigger than housing. It’s about sustaining a year-round, thriving community where the people who serve us can live alongside us.

ARCH Housing is integrated into the neighborhood.

At 180 Leadville, the Alfonso Price home was preserved while additional housing was developed in alignment with city regulations.

Along the alley, development was kept to a single story to better match surrounding properties.

Design decisions like these are made to ensure new housing fits naturally into the existing neighborhood.
