Grant Opportunity for Homelessness & Housing Initiatives Closing Soon
The County of Hawai'i, through the Office of Housing and Community Development (OHCD), is seeking proposals from qualified public agencies, non-profit organizations, and for-profit entities to apply for a share of up to $10.5 million in Homelessness and Housing Fund grants.

The funding is designated for projects aimed at providing services, operations, and programs that address homelessness and housing challenges on Hawai‘i Island. The County funding strives to complement existing Federal and State funding resources.

It is strongly encouraged for all eligible organizations around Hawaiʻi Island to explore how this funding can support their initiatives that are crucial in safeguarding and uplifting our community’s most vulnerable members.

The Request for Proposals (RFP) and related documentation can be accessed on the OHCD website at https://www.housing.hawaiicounty.gov/grants-funding/homelessness-and-housing-fund.

Proposals must be submitted electronically using the Neighborly Application Portal by Monday, September 16, 2024, at 4:00 p.m. HST. Please note that incomplete applications will be disqualified.

$5 Million Federal Grant Headed to Hawai‘i to Enhance Forests

A federal grant from the Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) will give Hawaiʻi $5 million in funding for forest enhancement. The Department of Land and Natural Resources (DLNR) Division of Forestry and Wildlife (DOFAW) will be the recipient of the award. The Division will use the funds to "support invasive w**d control and restoration of native plant communities on non-industrial, privately-owned forest lands." It is expected that the funding will allow for the creation of local resource management jobs and result in the planting of 75,000 trees.

“Our forests don’t follow landowner boundaries,” said DLNR Chairperson Dawn Chang. “Working with private landowners to improve the health of forested areas on their lands benefits us all. We are grateful to our partners at NRCS for their support in this important work.”

Climate Change Threats to Pacific Islands Increase
The Pacific Islands Climate Adaptation Science Center (PI-CASC) has noted that climate change poses especially high risks to Pacific Island "ecosystems, cultural resources, infrastructure, human health, and livelihood."

However, we can build resiliency in our island homes through the implementation of local and indigenous knowledge. This strategy was included in the Fifth U.S. National Climate Assessment (NCA 5), to which some PI-CASC representatives contributed. In this recent edition, the contributors built upon the 2018 edition by adding human health, indigenous knowledge integration, and the data inequities for islands in the Pacific and Carribean.

NSF Gives Updates on TMT Environmental Review
The National Science Foundation (NSF) has shared an update on the environmental review of potential investment in the Thirty Meter Telescope. Below is the update the foundation shared:

"The National Science Foundation (NSF) appreciates the immense community input provided during public scoping and learning about potential cultural and natural impacts on Maunakea. NSF is also aware of the work being done by the Mauna Kea Stewardship and Oversight Authority (MKSOA). To ensure there is no interference with the MKSOA, NSF is taking a careful approach in conducting its environmental review by adding more time to its estimated schedule.

Additionally, the public feedback made it clear that adjustments must be made in the Section 106 consultation process under the "National Historic Preservation Act." The NSF team has been actively assessing what adjustments need to be made to the environmental review process in light of the thousands of public comments received. The agency is committed to conducting expansive Section 106 meetings across the state of Hawai'i and collaborating with those who will be participating as “consulting parties” in the Section 106 process.

NSF will be reaching out soon to over 150 Native Hawaiian Organizations and individuals, including those who have expressed interest, to serve as consulting parties. The agency anticipates that the first series of Section 106 meetings will be held during the first half of 2024."

It's been a quiet few years after the pandemic but we've been busy with Hui Lihikai & other groups in saving our precious historic northern coastline.

Halelua recently preserved is 50.312 acres which spans a mile of coast between preserved lands of Kauhola Point and at Hapu'u. It means all the nominated land in the Kula Iwi O Kamehameha is now protected from development. ❤️

Trees are critical when it comes to our community and lifestyle. DOFAW invites applicants for the U.S. Forest Service’s Bipartisan Infrastructure Law Grant to support forest action plan priorities in urban and community forestry.

Funding is awarded through a competitive process with emphasis on priorities including:

Climate change mitigation
Education & outreach
Emergency management
Human health & wellbeing
Invasive species and urban forest resilience
Ordinances & legislation
Urban tree care
Water quality & green infrastructure
Wildland urban interface
Priority will be given to proposals that address equity and environmental justice and support disadvantaged communities.

$3 million available for Home Gardening
For the second year, the Hawaii Department of Agriculture is accepting applications of the Micro-Grants for Food Security Program, which provides support for small-scale gardening, herding and livestock operations to help produce food in areas that are food insecure.

For the last 30 years, the Native Hawaiian Legal Corporation (NHLC) has fought a lengthy legal battle alongside the kalo farmers, gatherers, stewards, and fishermen and women of East Maui—all in an effort to restore water back into their streams, lo‘i kalo and fisheries after more than a century of diversions. OHA has worked in tandem with NHLC to support community advocacy efforts to return the stream waters to its rightful place.

Why the resort designation should be removed from the map:
The North Kohala Community Development Plan calls for the purchase of four coastal properties, including the land between Mahukona and Kapa’a Parks for public use with the 2% Open Space Fund. Keep Kohala, Kohala.
The Public Access, Open Space and Natural Resources Commission (PONC) has listed the lands between the two parks high on its annual list of priority purchases using the Open Space Fund for 12 years.
Wording in the new General Plan is so coastal friendly it would prohibit building a resort and gated community at Mahukona if the owner were to apply for the designation today.

The message to deliver is simple ---
Take resort designation OFF the General Plan 2040 Map

Do it NOW. The deadline for public participation is Oct 31.
Numbers count. Get family members, friends, neighbors to call.
