"I am a Strategic Human Resources Leader with over 25 years of experience guiding organizations through growth, change, and culture transformation. I bring deep expertise in employee relations, full-cycle recruitment, policy development, compliance, and performance management across corporate, manufacturing, and non-profit environments. As a trusted advisor to executives and teams, I have a proven track record of aligning people strategies with organizational goals, elevating employee engagement, and fostering inclusive, high-performing workplace cultures.

I currently partner with organizations to deliver one-on-one consulting, project-based initiatives, and fractional HR leadership. I am the Immediate Past President of SHRM of Greater Kansas City and currently serve on the Board of Directors for the Missouri State SHRM Council as a District Director.

Being involved with SHRM-KC has allowed me to build credibility as an HR professional while aligning with amazing HR leaders. I appreciate the access to high-quality professional development, including monthly educational programs, bi-monthly legal update webinars, and the annual conference with hot topics and a variety of recertification credit opportunities. The best part is the opportunity to strengthen my HR network with access to top HR professionals throughout the Kansas City metro area. Every event allows me to connect and build partnerships that assist me with my daily HR organizational needs. The opportunities to volunteer on committees and serve on the Board have also allowed me to hone my HR and leadership skills.

My hobbies are my family, which recently included celebrating my daughter’s wedding this past March and my son’s wedding in June. We also have a homestead with goats, chickens, and ducks. I am originally from Buffalo, New York, and am a die-hard fan of the Buffalo Bills and Buffalo Sabres."

Yesterday, the U.S. Department of Labor officially removed the Biden-era overtime rule from the federal regulations after it was previously struck down in court — cementing the current federal white-collar exemption salary threshold at $35,568 annually ($684/week).

HR and payroll professionals should continue following the 2019 federal standard while remembering that state overtime laws may still impose higher salary threshold requirements.

It’s an important reminder that wage-and-hour compliance requires both a federal and state-level analysis — not just a federal one.

Last week, SHRM-KC proudly participated in HR Day of Service in partnership with Great Jobs KC.

HR professionals from across healthcare, technology, and manufacturing came together to share their expertise through panel discussions, mock interviews, resume guidance, career coaching, and honest conversations about today’s hiring landscape.

Participants walked away with practical interview skills, real-world hiring insights, and meaningful connections with HR professionals who were eager to support and encourage them throughout the day. Some participants even left with real interview opportunities — a powerful reminder of how impactful direct access and conversation can be.

The event also included a collaborative best practices discussion between SHRM-KC volunteers and Great Jobs KC Career Resource Managers focused on continuing to strengthen workforce readiness efforts in our community.

Thank you to everyone who volunteered their time, knowledge, and energy to make this event possible. We’re proud to support opportunities that create meaningful connections and help strengthen the future workforce in Kansas City. 💙

"Hi, I’m Candice Haines, Employer Engagement Manager at Great Jobs KC. In my current role, I'm focused on building strategic partnerships with Kansas City employers to creating meaningful career opportunities for our Scholars.

I’m passionate about connecting people to pathways that change lives, whether that’s through workforce development, employer engagement, or supporting the military community. My work centers on bridging the gap between talent and opportunity, with a strong emphasis on relationship-building and long-term impact.

Outside of work, my biggest passion is traveling. "I am Tara McKinney, and I serve as Vice President of Human Resources and EEO Officer for Clarkson Construction Company, where I lead strategy across a talented team of HR professionals with a focus on HRIS systems, benefits and compensation, compliance, employee relations, talent acquisition, and workforce development. I began my 20+ year career in HR in California before later moving to the Midwest. I am active in the broader HR community, serving in leadership roles with SHRM-KC and contributing to industry discussions on workforce policy, compliance, and talent development.

SHRM-KC brings together HR professionals in the Kansas City region to share ideas, learn from each other, and stay current on the rapidly changing legal and regulatory landscape affecting employers.
