A professional license should certify that you can do the work. It shouldn’t prevent you from doing it simply because you crossed a state line.

In a new op-ed for the St. Louis Post-Dispatch, United WE President & CEO Wendy Doyle looks at Missouri’s progress in removing unnecessary occupational licensing barriers and where there is still work to do.

With the passage of HB 2974, Missouri expanded licensing portability for several professions while maintaining the standards that protect Missourians. But teachers, cosmetologists and other licensed professionals can still face additional barriers when moving their careers across state lines.

And those barriers disproportionately matter for women. In 2025, 25.1% of employed women held a professional license.

As Missouri looks toward the 2027 legislative session, Wendy makes the case for continuing the progress already underway.

With Sharon Geuea Jones sworn in as the Fourth Ward representative, Columbia, Missouri joins a small group of U.S. cities with an all-women city council. This moment is a powerful reminder of what happens when women are encouraged, supported and given opportunities to lead. Through our Appointments Project, we’re working to help more women take that next step into civic leadership. When women lead, communities benefit from more voices, more perspectives and more possibilities.

This is what turning research into results looks like.

House Bill 2974 is now law in Missouri, helping qualified professionals get to work faster by reducing unnecessary occupational licensing barriers, expanding opportunities for telehealth, and adding interstate licensing compacts for physician assistants, athletic trainers, and dietitians.

United WE has spent years studying how occupational licensing can affect workforce participation, career mobility, and economic opportunity. At its core, this is a workforce development issue. For women working in licensed or certified professions, unnecessary barriers can make it harder to move for opportunity, return to work after caregiving, or continue building a career.

The impact is practical: when qualified people can get to work faster, workers earn income, families gain stability, employers have access to more talent, and communities benefit.

Our research helped identify the barriers and today, we were proud to welcome Governor Mike Kehoe to United WE Headquarters for a ceremonial signing recognizing this important step forward.

HB 2974 is a powerful example of what happens when research, policy, and collaboration come together around a practical solution.

Today, we honor the life and legacy of Gloria Steinem, a trailblazing journalist, organizer, and advocate whose voice helped shape generations of conversation about women’s opportunities and participation.

“We need to remember across generations that there is as much to learn as there is to teach.”

For decades, Gloria elevated women’s voices and helped expand what was possible for women in the workplace, public life, and beyond. Her legacy reminds us of the importance of learning from one another across generations and continuing to create new possibilities for those who follow.

May we continue moving forward, together.

United WE is proud to announce the inaugural cohort of our Rural Research Fellowship.

This fellowship was created to deepen our understanding of the economic realities facing rural communities by investing in the people who know those communities best.

Our inaugural fellows will bring local perspectives, lived experiences, and community-based insight to research that can help identify barriers, uncover opportunities, and inform solutions that strengthen economic opportunity for rural communities.
