پېژندنه:
د افغانستان پرانيستى پوهنتون د لوړو زدکړو يوه غیرسیاسي او مرستندویه اداره ده، چې افغانستان کې په نړي
واله کچه د ژوندۍ پرليکه او مخاخ زده کړو يو نوښتيزه بڼه وړاندې کوي. هر ملت غوره لوړو زده کړو ته اړتيا لري، ترڅو په سیاسي، وټَیيزو (اقتصادي) او ټولنیزو چارو کې يې د پرمختګ لامل شي. له بل لوري د زړو او ناکاره لوړو زده کړو ګټې خورا لږې او لګښتونه يي ډېر وي، چې د ملت د شاته پاتې کېدو لامل ګرځېدلو سربېره د فردي او ټولنیز ژوند پر ټولو اړخونو منفي اغېز کوي.
افغانستان کې په۱۹۳۰م کال کې رسمي زدکړې پيل شوې او څه ناڅه پرمختګ يې وکړ. تېرو پینځو لسيزو پرلپسې د یرغلګرو او وحشتونو ترڅنګ، بدلونونو او جګړو نه يواځې دا چې افغانستان يې پرمختګ ته پرېنښود، بلکې د لوړو زده کړو سیستم او د لوړو زدکړو سیستم اړوند کدرونه او ښوونکي یې د خورا زیاتو ننګونو سره مخامخ کړل، د کومو له کبله چې نه یوازې لوړې زده کړې د نړيوالو پرمختګونو او نوښتونو له خپلولو وروسته پاتې کړي، بلکې ورسره بېوزلۍ، سياسي او ټولنيزو ناخوالو او جګړو لوستي کدرونه وځپل او ځينې نور یې بيا هېواد پرېښودو ته اړ ایستل او دا لړۍ لا دوام لري.
د ويښ ملت او دولت ستر مسؤلیت دا دی چې خپل راتلوونکي کهول ته په هره برخه کې د زدکړو چارې برابرې کړي، خو له بده مرغه د زده کړو برخه کې وروسته پاتېوالى زموږ د اوسنیو ستونزو يو ستر لامل دى. دغو ستونزو ته په کتو يوې ډلې لوستو او خواخوږو هېوادوالو د يو غيردولتي پوهنتون د جوړېدو هڅې پيل کړې، ترڅو هېوادوال وړيا او آسانه زده کړې ترلاسه کړي. دوى په بشپړه ژمنتيا سره ډګر ته راوتلي او باوري دي چې د افغانستان پرانيستي پوهنتون له لارې مخامخ او ژوندۍ پرليکه وړيا زده کړوېبرابرې کړي، چې هېوادوال له نوښتونو برخمن شي، ځکه په نړيواله کچه لوړې زده کړوېبه د ټولو افغانانو او په ځانګړي ډول ځوانان د دې جوګه کړي چې ځان، کورنۍ او هېواد ته د ښه چوپړ لامل شي.
انګېزه:
د اسلام مبارک دين ستر کتاب، قران کريم، پيل د "اقرأ" په کلمې سره شوى دی، نو د زده کړو د مرکزونو رامنځته کولو لپاره دا يو خورا غوره دليل دى. زموږ دين په هر نارينه او ښځينه د علم زدکړه فرض کړې. د سورت علق لومړني پنځه اياتونو کې بيا بيا د علم په ترلاسه کولو ټينګار سره دوه ځلې د (ولوله) يو ځل د (قلم) او دوه ځلې د (تدریس) یادونه شوې. د عبادت دوه سترې برخې هم د علم ترلاسه کول او علم له نورو سره شريکول دي. نو دا موږ خپله ځاني، ديني او هېوادنۍ دنده ګڼو چې په هېواد کې د لومړي ځل لپاره په وړیا ډول د افغانستان پرانيستى پوهنتون د زده کړو د یوه ستر علمي او معیاري مرکز په توګه رامنځته کړو.
ليد لوری:
په نړيواله کچه يو څېړنییز پوهنتون چې له نړیوال معیار سره برابرو زده کړو، څیړنیزه هلوځلو، نوښتونو او نړیوالو اړیکو پربنسټ ولاړ او وپېژندل شي.
موخې:
د وړیا زده کړو ، روزنېزه او څیړنيزه هلوځلو، معاصري ټیکنالوژۍ او نړیوالو اړیکو پر مټ یو داسې نسل روزل چې د دیني او ټولنيزو ارزښتونو تر څنګ د اوسني عصر د معاصري ټیکنالوژۍ پر مټ په خپلواک ډول د ټولنې شته ستونزو ته تلپاتې حل لارې رامنځته کړي؛ ترڅو د ټولنیز ژوند او اقتصادي پرمختک تر څنګ د ټولنیز اخلاقي مسؤلیت پياوړی کړي. په دې توګه د داسې زده کړیالانو روزل چي زده کړو ته د الله تعالی د عبادت په سترګه وګوري، ګټه ترې واخلي او نورو ته یې ورسوي.
مسؤلیتونه:
• په نړيوال معيار برابر په وړیا ډول د لوړو زده کړو برابرولو سره د هېوادوالو ژوند کې پرمختګ رامنځته کول.
• د دیني او ټولنیزو ارزښتونو په پام کې نیولو سره په نړيوال معيار برابرو زده کړو، روزنېزو او څیړنيزو هلوځلو، معاصرې ټیکنالوژۍ او نړیوالو اړیکو پر مټ روزل شويو زدکړيالانو په واسطه د ټولنې ستونزو ته تلپاتېحل لاري رامنځته کول.
• د نړیوالو اړیکو پر مټ یو داسې سیسټم برابرول چی نړیوال او زمونږ زدکړيالان په کې خپلې څیړنيزې لاسته راوړنې، نوښتونه، پوهه او تجربې د یو بل سره شریکې کړي.
تګلاره:
د افغانستان پرانيستى پوهنتون يو ملي او ولسي پوهنتون دی او ژمن دی چې د نړۍ د نامتو او نويو تجربو پر بنست به مخامخ او پر ليکه وړيا زدکړې برابره کړي. لومړيتوب هېواد کې دننه استادانو او زدکړيالانو ته ورکول کېږي.
• د اړتیا سره سم به بهر مېشتي استادان هم ونډه ولري چې د ژوندۍ پرليکه او د نویو پرمختللو ټکنالوژیو او وسائلو پر مټ به د زدکړیالانو د ښوونې چارې پر مخ وړي.
• د پوهنتوڼ ټولې چارې به د اشرباڼيتوب يا داوطلبۍ په ډول مخکې ځي او زدکړيالانو ته به وړيا زده کړې د مرستو له لارې برابروي.
د مخامخ او ژوندۍ پرليکه بڼه زده کړو موډل به په لومړي سر کې افغانستان کې مېشتو افغان روزونکو او کدرونو ته لومړیتوب ورکړل شي، چې په مخامخ ډول تدریس وکړي او وروسته بیا د مسلکي کدرونو کمښت د تشې ډکولو او د نړیوال ستنډرد د پلي کولو په موخه به افغان او د اړتیا په صورت کې بهرني کدرونه او ښوونکي هم د پر ليکه تدریس لپاره وګومارل شي. وروستی ګام به نه یوازې نړیوال ستنډرد او د کدرونو د کمښت ستونزه حلولو سربیره د کمپیوتر او انټرنت پرمټ د زده کړو اسانتیاوې هم د ځانه سره ولري. د دې سره به هېوادوال د نني عصر له نوښتونو برخمن کېدو تر څنګ په نړيواله کچه لوړې زده کړې د ټولو افغانانو او په ځانګړي ډول ځوانان د دې جوګه کړي چې ځان، کورنۍ او هېواد ته د چوپړ لامل شي.
مخامخ او ژوندۍ پرليکه بڼه زده کړې يعنې څه؟
پرمختللې نړۍ کې اوس د زده کړو دوه لارې دود دي، يو یې دودیزې زده کړې( ټولګي کې ښوونديال ته مخامخ کيناستل)، چې خورا لرغونی دود دى او بل ډول په ژوندۍ بڼه پرليکه زده کړې یعنې له ليرې څخه ورکول کېږي، چې د وخت او سرچينو سپما سره بهرمیشتو ښوونديالو ته د تدريس لارې هواوري.
د مخامخ او ژوندۍ پرليکه بڼه زده کړې Hybrid-Blended Mode Learning)) مطلب:
1. مخامخ (Face to Face) زده کړې
2. ژوندۍ پرليکه (Interactive Online) زده کړې

د مخامخ او ژوندۍ پليکه بڼه زده کړو د ترلاسي تګلاره:
د زده کړو په دې کړنلار کې په ټولګي کې شتون اړين دى، او زدکړيالان بايد په مسلسل ډول ټولګي کې زده کړې پرمخ یوسي. د افغانستان پرانيستى پوهنتون هم د مخامخ زده کړو سیسټم څخه ملاتړ کوي، خو د ښو پايلو لرلو لپاره لاندې نوښتونه وړانديز کوي:
۱: د زده کړو لپاره ټول ټولګي بايد د مخامخ او ژوندۍ پرليکه په مجهزو او پرمختللو وسايلو سمبال وي.
۲: زده کړیالان بايد په حضوري ډول ټولګي کې شتون ولري او حق نه لري چې له ليرې ځای څخه د کومې وسېلې په مرسته زده کړې وکړي.
۳: ټول ښوونکي بايد د زدکړيالانو په څېر مخامخ شتون ولري او د تدریس چارې پرمخ یوسي.
۴: خو که ژوندۍ پر ليکه بڼه ښوونه ترسره کېږي هغه به د مرستيال ښوونکي ترلارښونې لاندې وي او د اړتیا په وخت کې به مرستيال پرليکه ښوونکی او زدکړیالانو سره په ښوونه او زدکړو کې مرسته کوي.
د مخامخ او ژوندۍ پرليکه بڼه زده کړو اهمیت:
د زده کړو چاپيريال کې يادې کړنلارې نن سبا ډېرې دود دي، د ټکنالوژۍ په دې پېر کې اوس هم په پوهنتونونو، پوهنځيو، ښوونځيو او نوورو د زده کړو ځایونو کې ورڅخه ګټه اخېستل کیږي، یادې کړنلارې ډېرې ګټې لري چې ځيني يې په لاندې ډول دي:
• له ښونيز چاپيريال څخه ور اخوا زده کړيالانو ته دا ورښیي چې څنګه او په څه ډول له نويو کړنلارو او نوښتونو په ګټې اخیستنې خپله پوهه وپنځوي.
• د مسؤولیت پېژندنې ترڅنګ دا ور زده کوي چې څنګه په ډليز ډول شريک کار وکړي.
• زده کړيالانو ته اجازه ورکوي چې په ښه ډول خپلې سکالو وړاندې کړي.
• زده کړيالان اړ نه دي چې د لکچر يا لارښوونو په بهير کې ځان سره یادښت واخلي نو ستره ګټه يې داده چې ټوله پاملرنه يې ښوونيزې سکالو ته وي.
• په ژوندۍ پرليکه ډول تدریس کې ښوونديال کولای شي چې د زړو تګلارو په پرلتې خپله ښوونيزه سکالو لنډه او په غوره توګه وړاندې کړي.
• د يادو دوه تګلارو په عملي کېدو سره زده کړیال کولای شي چې له خپلځاني زدکړې او په ډليز ډول مخامخ زدکړو سره بلدتيا پيدا کړي.
• له نوې ټکنالوژۍ د ليرې او مخامخ ډول زده کړو پر بنسټ ګډونوال کولای شي غوره پايلې ولري.
• د يادو شويو تګلارو په ګټې نړيوالو سرچينو څخه د معلوماتو په راټولو کې ښه تجربه ترلاسه کولاى شي.
زموږ لومړیتوبونه:
زموږ د پالیسۍ له مخې زموږ چلند د هرې قضیې پر وړاندې، دپایښت وړ او تلپاتې حل لارې پیداکول او د یوې لویې مثبتې اغیزې منځنته راوړل دي. موږ خپلو ونډه اخیستونکو، ټولو لاس نیونکو، مرسته کونکو او اړوندو ټولو ادارو او کسانو ته ډاډ ورکوو چي مونږ ستاسو د مرستو پر مټ د یو ریښتیني توپیر رامنځته کولو پوره وړتیا لرو. د افغانستان پرانیستی پوهنتون کې، موږ د بې طرفه، اغیزمن، تلپاتې او شفاف زده کړیزه چوپړتیاو لپاره هڅه کوو ترڅو ډاډ ترلاسه کړو چې اړمند او استعداد لرونکې زده کړیالانو ته داسلامي احکامو په رڼا کښې پرته له کوم جنسیتي، نژادي، سمتي، ژبني او مذهبي، توپير پرته د وړیا زده کړو موقع ورکول کیږي.
الف- رېښينولي: موږ له پياوړي هوډ سره اراده لرو چې د دوه اړخيز درناوي په ساتلو سره د زده کړو په ډګر کې ریښتینی چوپړ ترسره کړو.
ب- حساب ورکونه: موږ د خپلو چارو او کړنو په اړه ژمن يوو، چې اړوند ادارو ته سپيناوی ورکړو.
ج – مسؤولیت منل: موږ ژمن یوو، چې د ټولنې ځانګړو او بدلیدونکو اړتیاو ته ځواب ویوونکي واوسو.
د - ګټورې پايلې: موږ هڅه کوو چې د خپلو دغو نويو کړنلارو او تګلارو څخه په ګټې اخیستلو سره ښوونيز چاپېريال کې غوره سمون ولرو.
ط - ګډکار: هڅه کوو چې ټولنه کې یو بل سره د مرستې کولو او ګډکار دودولو ته پراختیا ورکړو.
ه - نوښت: موږ هڅه کوو چې زده کړيالونو کې د نوښتونو داسې جوهر پيدا کړو، چې د هرې ستونزې د له مینځه وړلو لپاره د له شته فرصتونو او امکاناتو په ښه ډول ګټه واخلي.
ی - پایښت: موږ یوازې په همیشنیو حل لارو - چارو باندې باور لرو، چې د ستونزو له حل سره مو د تلپاتې ځان بسیاینې او خپلواکۍ لور ته بوځي.
زموږ ژمنې:
دا چی زموږ ټولې چوپړتیاوې او کړنې ستاسو له ملاتړ سره تړلي دي، نو په موږ باندې ستاسو باور یوازې ارزښتناک نه، بلکې حیاتي هم دی. قرآني تعلیمات او نبوي لارښونې زموږ د وړیا لوړو زده کړو اداري ارزښتونه، پالیسۍ او کلتورونه په ګوته کوي.
• اخلاص – په پوره اخلاص او ریښتیوالۍ سره د وطن اړمند او استعداد لروونکي زده کړیالانو روزل.
• فضیلت (احسان) - زموږ کردار او د کړنو څرنګوالی د وطن بچیانو ته په نړیوال ستنډرد برابرې وړیا لوړو زده کړو چمتو کولو مبارزې په دوران کی زمونږ د چلند څخه څرګندیږي کوم چې یی موږ د وطن اړمند او استعداد لرونکې زده کړیالانو روزلو کښې ترسره کوو.
• سرپرستي (امانت) - موږ د حساب سره دمخامخ کیدولو دمخه خپل وجدان سره حساب کوو، زموږ هره کړنه په حساب، روڼتیا، مساوات او عدالت سره استواره ده. موږ تل شفاف حساب ورکوونکي یوو، موږ نه یوازې تاسو هڅوو چې د سپارلو شواهدو شاهدان اوسئ بلکې تاسو ته ښه راغلاست وایوو چې موږ سره په فزیکي او آنلاین بڼه لیدنې او ګرویګنې ترسره کړئ او زموږ پروژې، راپورونه او فعالیتونه وڅيړئ.
• رحم (رحمت) - موږ باور لرو چې د یو انسان روزل او په پوهه سمبالول ډیر ارزښت لري. دا زموږ اصلي دنده ده چی سره یوځای خپل اولادونو ته سالمه او دنني عصر برابره روزنه ورکړو ترڅو وکولای شو چی د ناورینونو، بېوزلۍ او بې عدالتۍ له امله رامینځته شوي کړاوونه په متحد او همیشنی ډول سره ملحم کړو.
• ج- ټولنیز عدالت: موږ چمتو يوو چې ټولنه کې د ټولو وګړو سره پرته له قومي یا سمتي توپیر د عدالت پلي کولو هڅه وکړو. زموږ ټولې هڅې د جنسیت، نژاد، پوستکي، رنګ، یا مذهب په پام کې نیولو پرته د ټولنو په اسلامی او ټولنیز ارزښتونو تر څنګ د نني عصر سره په برابر تیکنالوژي او لوړو زده کړو سمبال زده کړیالان چمتو کول دي، کوم چی به ان شاء الله په خپله ټولنه کې د اړمنو افرادو د پیاوړتیا او ځان بسیاینې لپاره کار کوي او د دوی آواز به ګرځي. Background:
Afghanistan Open University (AOU) is an Afghanistan-based registered (registration is in the process), nonprofit, nonpolitical, non-sectorial, and world-class higher education provider institution. Every nation dreams of a world-class free education for its citizens. Incontrovertibly, it is higher education that decides a nation’s future. A dynamic, free, and modern higher education system surely plays a promising role in a nation’s sovereignty in political, economic, industrial, and all other aspects. On the other hand, a stagnated education system leads to the deterioration of a nation and impacts all aspects of individual and collective life. Even before the introduction of a modern higher education system, Afghanistan had been home to many elite academics, scientists, professors, and poets. Soon after laying the foundation of modern education in the 1930s, Afghanistan was a country with a well-developed and world-class higher education system. Decades of war and invasions have not only left behind a dysfunctional economy and a war-torn nation, but also the world’s weakest higher education system, which is further deteriorated intellectually by the brain drain caused by the weak economy as Afghan scholars are leaving the country. The war has prevented the higher education system of Afghanistan from growing to align with today’s international standards. It should be the prime duty of a nation and its government to provide every one of its dwellers with free and standard education. Regrettably, the Afghan government and nation have so far failed to equip its citizens with world-class free higher education and it is one of the main causes of all the problems that the nation has been facing so far. Therefore for the first time, a self-motivated team of educated youths, educators, and community leaders are committed to launching and running the country’s first non-governmental tuition-free university. To adequately counter all the challenges (such as finances, and shortage of educators) that the higher education system has been facing since its establishment. AOU’s team has come up with a public-driven design initiative called “Afghanistan Open University” the first non-governmental tuition-free university in Afghanistan, powered by the Hybrid-Blended Learning mode. The initiative is strongly believed to be not only quite adequate against the inherited problems of the Afghan higher education system but fully applicable in technologically and financially lacking environments such as Afghanistan. Free higher education with international standards will not only have a huge impact in terms of adding values and uplifting quality of life, but it will also generate an impressive positive impact on the mindset of Afghans and in particular Afghan youths. Philosophy:
The philosophy of the University is built upon the importance of seeking, utilizing, and sharing knowledge in Islam. Islam obliges it as a religious and supreme duty upon Muslims (males and females). The first word revealed from Allah is Iqrah “to read”, which means to educate humans (males and females). If a glance is paid to the first five verses revealed from the Holy Qur’an, we can witness that the word “Iqrah”, (to read) is iterated twice, the word “Qalam”, (pen) is mentioned once and the word “Alama”, (to teach) is called twice as below:
“Read! in the name of your Lord, Who created:
Created man from a clot [of blood]. Who taught by the pen,
Taught man what he knew not.” (Qur’an 96:1-5 )
The importance of acquiring, utilizing, and sharing knowledge is considered the two most supreme values of “Ibadah” (continuous worship) and “Amanah” (a trust) placed on humans

Afghanistan Open University (AOU) is proposed to be a public-driven initiative as well as the first non-governmental tuition-free university in Afghanistan. The university is committed to functioning with the world’s most productive and flexible instructing approach called “Hybrid-Blended Learning”. The technique consists of face-to-face, online, and virtual learning methodologies, thus converting it to the most optimal, productive as well as time and cost-effective for everyone. Initially, precedence will be given to the qualified Afghan educators living in Afghanistan to teach in face-to-face mode and subsequently to expedite the application of international standards and to tackle the existing challenges of higher education in Afghanistan; Afghans and in case of the need for foreign educators living abroad will be appointed to teach online. The application of the posterior phase is likely to be implemented only through the application of today’s world modern technology ( such as the internet and computer) as well as virtual learning tools. Hybrid-Blended Learning Mode:
Hybrid learning is to design and implement the most appropriate pedagogical approach by combining face-to-face (F2F) and online instruction fortified by computer and internet mediation. Hybrid-Blended Learning Mode studies mean:
1. Face-to-face (F2F) studies
2. Online studies
3. Virtual Studies
4. Computer and internet-mediated instruction
Application of Hybrid-Blended Learning Mode
The hybrid-Blended learning mode is quite flexible. It allows educators and policymakers to formulate the most optimal and effective mode by adjusting pedagogy across approach, pace, time, and place, which suits the most to their learning, technological, economical, and social environments. Afghanistan Open University (AOU) proposes the following model of Hybrid-Blended Learning Mode in Afghanistan.
1. The university needs to equip as many of its classes with Hybrid-Blended learning mode facilities as required.
2. The students should always attend each class and none of them should be allowed to attend a class online individually from somewhere else.
3. The qualified lecturers in Afghanistan should attend each session physically and teach the students “face to face (offline) mode”.
4. Each session held online should be attended by a class assistant to the professor, he/she should facilitate the smooth functioning of the session and help students and lecturers in case of any problem. The assistant should also be instructing practical sessions in a (F2F) mode. The importance of Hybrid-Blended Learning Mode:
Hybrid blended learning works by merging all available instructional approaches such as traditional learning (face-to-face learning), online and virtual learning in a way that can suit the best in terms of productivity and its application in a learning atmosphere. It is in use worldwide in all levels of educational institutions and working environments such as universities, colleges, schools, language centers, governmental and nongovernmental meetings, and offices. The approach has been proven to have a high level of student achievement and is more effective than the traditional instructional mode (F2F) and all others and it has the following advantages:
1. Provide students with some self-paced learning, which would allow the creative students to think out of the box, of the available curricula, use modern technology in upgrading their skills, or exceed grade restrictions.
2. Promote self-accountability among students and thus increase student engagement.
3. Allowing students to have their lecture notes on the tip of their fingers and recap the recorded lectures at their own pace.
4. Students often are not required to take notes during a lecture thus increasing the capability of the students to focus more during the lecture.
5. Educators can now streamline their instructions to teach the students online in a manner that resembles the traditional classroom without compromising the quality of teaching.
6. The students can now simultaneously experience independent and collaborative learning.
7. Information and communication technologies can have a positive impact on the learning outcomes of students.
8. Improvement in communication and thus enabling the students and educators to better understand the course material with the use of computer-based qualitative and quantitative assessment modules.
9. It is cost and time effective for both teachers and students.

Quranic teachings and prophetic guidance outline AOU’s values, policies, and cultures. Sincerity (Ikhlas) – To conduct our operations, our endeavors are carried out with sincerity to Allah (SWT) and the need to fulfill our obligations to humanity. We will strictly follow and maintain a 100% impartiality policy. Excellence (Ihsan) – We enroll the most deserving students with a fully transparent enrolling process to maintain our excellence. Custodianship (Amana) – We will hold ourselves accountable before we are held accountable, we will carry out every single task with accountability, transparency, equality, and justice. We will always be transparent and accountable, we not only encourage you to review the evidence of delivery, but also welcome you to visit us physically and online and check our projects, reports, and files. Compassion (Rahma) – We believe that educating a human is the best job on earth. It is our prime duty to join other stakeholders and trustees to deal as one in responding to suffering brought on by illiteracy, poverty, and injustice. Social justice and equality (Adl) – Our work is aimed at enabling talented and vulnerable students to fulfill their rights and have access to world-class education and thus equal chances for development. All endeavors strictly focus on sustainable empowerment of the poverty-stricken and deprived part of our communities in a dignified manner regardless of gender, race, skin color, religion, etc. We work to empower individuals in their communities and give them a voice to be heard and responded to in the world.
