For over 14 years, NJ retirees have lived without COLA—unable to get even a 1% adjustment as costs and heathcare keep rising. Meanwhile, legislators are now enjoying a 67% raise for their part-time jobs.

The California Public Employees’ Retirement System (CalPERS) committed $468 million to the Clean Energy & Technology Fund (CETF), a private equity investment initiated in 2007 as part of its portfolio diversification strategy. As of March 31, 2025, the fund's value stood at approximately $138 million, reflecting a 71% decline or a loss exceeding $330 million. Private equity firms involved received at least $22 million in fees and costs. CalPERS noted that the fund was overseen by prior leadership and that current management prioritizes diversification and risk management. Private equity investments generally involve higher fees and less transparency than public assets, which can influence returns in sectors like clean energy. This outcome affects public employees' retirement funds and has prompted discussions on investment approaches in public pension management.

As Presidents of the Association of Former New Jersey State Troopers and the New Jersey Retired Police and Firemen’s Association, we are privileged to represent and extend our thanks and support to New Jersey’s public employees, especially our law enforcement, fire service, and first responder community, both active and retired. Together, we furnish this letter in support of the candidacy of Mr. Jack Ciattarelli as the next Governor of New Jersey, for the following reasons.

Since early in the election season, the boards of both associations have watched and read with great interest the positions of each candidate for Governor. The NJRPFA met with Mr. Ciattarelli to question him directly about his positions. Mrs. Sherrill did not respond to our invitation. The AFNJST met with Mr. Ciattarelli at their event on May 13th. During that event, Mr. Ciattarelli made his positions known and answered every question asked by those in attendance. His common-sense approach to the issues most important to the law enforcement and first responder community—especially to our associations representing more than 5,000 retirees, life members, widows, family members, civilians, and sworn personnel—was both refreshing and impressive.

Mr. Ciattarelli’s steadfast promise to restore our Cost-of-Living Adjustment (COLA) was not only appreciated but critically important. His plan to fund the reinstatement of COLA demonstrates both fiscal responsibility and compassion for those who served this state with honor. Past administrations and legislatures not only drained our once-robust pension systems but repeatedly failed to make the State’s required annual contributions. As the cost of living has risen sharply since 2011, our retired public servants have borne the full impact without a COLA for fourteen long years. Enough is enough.

Mr. Ciattarelli has also presented a plan to reform Chapter 78, ensuring that active public employees are no longer penalized by skyrocketing costs under the State healthcare plan. His practical and balanced approach to government—reducing wasteful spending, restoring accountability, and reforming policies so government works for the people—shows true leadership.

Jack Ciattarelli’s platform reflects a thoughtful and responsible vision for New Jersey. He supports term limits for legislators, affordable and accessible healthcare, respect and protection for citizens with intellectual and developmental disabilities, fair elections, judicial appointments based on qualifications rather than partisanship, educational opportunity for all children, and continued recognition and support for our veterans and their families.

These priorities are not partisan—they are New Jersey priorities. Mr. Ciattarelli has shown that he understands what it means to serve with integrity, fairness, and a commitment to the people of this state.
