The Family and Community Trust (FACT) is a non-profit corporation established in 1993 with a board comprised of nineteen members drawn from the top leadership in state government and the private sector. It governs the work of the twenty official community partnerships across the state. The board’s mission is to promote and support effective public/private partnerships and community involvement to

develop innovative solutions for improving the lives of Missouri’s children and families. FACT harnesses the power of the private sector to help state government implement solutions that are best for their communities.

Early learning opportunities, such as preschool, play an essential role in preparing children for kindergarten and setting them up for long-term educational success. However, access to early childhood education programs remains uneven, with many families struggling to access and afford high-quality programs in their area.
This year, Missouri ranked 29th in the Education domain. The 2026 cumulative score for Missouri is 383, whereas the 2019 score was 546. Missouri’s score is also lower than the national average for Education, which is 417.

Every child deserves the chance to thrive, but outcomes for kids and families still vary widely across the country. The 2026 KIDS COUNT® Data Book from Annie E. Casey Foundation highlights where states are making progress for children and where challenges remain across economic well-being, education, health and family/community factors.
This year’s enhanced KIDS COUNT index adds scores alongside rankings to better show how child well-being has changed over time since 2019. While many states have made gains in areas like family economic stability and community well-being, education setbacks continue to affect children nationwide.

Rankings show how states compare. Scores range from 0 (worst) to 1,000 (best) and reflect child well-being relative to a 2019 baseline; changes over time indicate progress or decline. Scores are not percentages or a finish line; higher scores indicate better outcomes.
