Jefferson City Community Center Executive Board

The Jefferson City Community Center Executive Board respectfully requests community support for the implementation of the originally approved Community Development Block Grant (CDBG) infrastructure improvement project located at 608 E. Dunklin Street in Jefferson City’s Historic Foot District.

This federally funded project was approved through the appropriate municipal process and signed by the Mayor on December 29, 2025. The project represents approximately $155,000 in federal investment and does not require additional local taxpayer funding. The grant was specifically awarded to address infrastructure needs within a designated blighted urban area and focuses on improving safety, accessibility, and traffic flow at the intersection of Dunklin Street and Lafayette Street.

The originally approved project includes:
• Safer pedestrian crossing improvements
• A handicap-accessible parking space
• Six additional parking spaces
• Intersection widening to improve visibility and traffic safety in a high-use pedestrian and vehicle corridor

These improvements were developed through three years of collaboration among city staff, community stakeholders, and local businesses.

Recent discussions to modify the project would significantly reduce its scope and remove key accessibility and safety improvements originally included in the approved plan. The Executive Board respectfully encourages continued support for implementing the project as approved and funded.

We invite residents, stakeholders, and community partners to share their support by contacting Mayor Fitzwater and Jefferson City Council Members using the template below and by attending the upcoming Public Works & Planning Committee meeting:

Dear Mayor Fitzwater and Members of the Jefferson City Council,

I am writing as a community member in support of the originally approved Community Development Block Grant (CDBG) infrastructure improvement project at 608 E. Dunklin Street in the Historic Foot District.

This federally funded project was developed through collaboration among city staff, businesses, and community stakeholders and was approved through the appropriate municipal processes. Importantly, it does not create additional financial burden on local taxpayers.

The originally approved plan includes important safety and accessibility improvements such as safer pedestrian crossings, handicap-accessible parking, additional parking capacity, and intersection improvements in a high-traffic area.

I respectfully encourage the City Council to support moving forward with the CDBG project as originally approved for infrastructure improvements in the Historic Foot District.

I also support continued discussion of this project at the Public Works & Planning Committee meeting on Thursday, May 14, 2026 at 7:30 AM at City Hall (320 E. McCarty Street).

Due to this critical weather alert w/tornado warning the Jefferson City Community Center has cancelled it’s informational meeting Monday, April 27th at 6pm regarding the use of a federal Community Development Block Grant by the city for the proposed public infrastructure project in the Historic Foot District in front of the Jefferson City Community Center?

* At 843 PM CDT, a severe thunderstorm capable of producing a tornado
was located over Centertown, or 9 miles east of California, moving
northeast at 35 mph.

HAZARD...Tornado.

SOURCE...Radar indicated rotation.

IMPACT...Flying debris will be dangerous to those caught without
shelter. Mobile homes will be damaged or destroyed. Damage
to roofs, windows and vehicles will occur. Tree damage is
likely.

Centertown, St. Martins and Jamestown around 845 PM CDT.
Ashland around 900 PM CDT.

Other locations impacted by the tornado include Kliever, Marion,
Wilton, Elston, Sandy Hook, Hartsburg, Guthrie and Carrington.

Rock Bridge State Park and Jewell Cemetery Historic Site.

Project Background



The original project proposal was approved and signed by the Mayor on December 29, 2025, and included an estimated total HUD-funded, assisted, or insured amount of $155,000, with a total project cost of $155,000. The approved Federal Grant funding was structured to have no direct impact on the city’s budget. The Jefferson City Community Center Executive Board Members remain concerned that the City Council Members will redirect the approved CDBG funding for the Historic Foot Area to other areas of the city that the grant was not intended for and may not meet the requirements of the grant, since the grant approval was contingent upon “blighted urban areas.” A few City Council members openly stated during the meeting that they preferred to allocate the funding to projects of their own choosing, rather than the designated project.



City Council Members, Shane Kampeter - Councilmember Fifth Ward and Julie Allen Fourth Ward attempted to Table the approved proposed project indefinitely. The implementation of the Community Development Block Grant (CDBG) for the proposed project at 608 E. Dunklin St., Jefferson City, MO 65101 is currently unscheduled for implementation. The above-mentioned City Council Members requested alternative projects be developed due to their nonsupport of the approved proposed project. On March 12, 2026, the City Council voted 3 to 2 in favor of viewing options to modify the project. The modify project options are significantly reduced in scope and will not include the originally planned improvements to the street and intersection. These omitted improvements would have provided a much-needed handicapped parking space and six additional parking spaces. Additionally, the plan to widen the intersection to enhance safety for this heavy vehicle and foot traffic area has also been omitted from the current project scope.

This federally funded and city-approved initiative focuses on improving safety and accessibility at the south-facing intersection of Dunklin Street and Lafayette Street—an area in the Historic Foot District that has long presented challenges related to traffic flow, pedestrian safety, and limited accessible parking.

Through three year extensive collaboration between city staff, community members, and local businesses, a comprehensive plan has already been developed and approved through all required municipal processes. The project will address critical concerns by enhancing street conditions, improving pedestrian crosswalk safety, and provide handicap-accessible parking in a high-traffic, underserved area.

This is more than an infrastructure project—it is an investment in public safety, accessibility, and the overall well-being of our community. The use of pre-approved federal funds ensures that these improvements can be made without additional burden on local taxpayers.

We urge all members of the Jefferson City community to stand in support of this important effort. Your voice and advocacy are essential in helping move this project forward and ensuring a safer, more accessible environment for all.
