No on 4 and 5!
The Missouri Legislature has placed Amendments 4 and 5 before voters. These amendments threaten not just union members and their families, but every Missourian.
Amendment 4 changes how citizen-led constitutional amendments pass. Today, they only need a simple statewide majority. Citizen led petitions like this helped defeat Right-to-Work in 2018.
If Amendment 4 passes, citizen-led constitutional amendments would have to win a statewide majority and a majority in all 8 congressional districts. That means one district could veto what a majority of Missouri voters support. Opponents argue this would make it much harder for citizens to amend the Constitution through the initiative process.
Amendment 5 begins phasing out Missouri's individual income tax and gives the General Assembly authority to broaden sales taxes to replace that revenue. This will lead to taxes on additional goods or services and would reduce the protections currently provided by the Hancock Amendment. The Hancock Amendment requires voter approval before raising taxes. We, the people were only able to make this happen with an initiative petition. The exact thing congress is trying to remove.
No matter where you stand politically, these amendments would change how Missouri is governed and how future taxes and constitutional amendments are handled.
Read the amendments. Do your research. Then make your voice heard at the ballot box.
