Manufacturers Association of the Southern Tier Welcome to the Manufacturers Association of the Southern Tier (MAST). MAST serves New York manufacturers in Allegany, Cattaraugus and Chautauqua Counties.

A Tradition of Industrial Excellence

The Manufacturers Association of the Southern Tier has a long, distinguished and unique history. Founded in 1900, the association was one of the first organizations of its kind and became a model for other associations throughout the United States.

al excellence that our community represents. Manufacturing has been and still remains the backbone of our community and has played an integral role in building the foundation of the Jamestown area, our county and our region. Moreover, wealth and opportunity has been provided to many families in our community through manufacturing. At the Manufacturers Association, we believe that through collaboration, hard work and by maximizing our community's potential we will build upon and expand our community's manufacturing base. Manufacturers in the region are dedicated to quality, customer service and continue to carry on with a strong entrepreneurial spirit. Leaders of industry and their employees have navigated their companies through difficult times to regain prosperity. Therefore, we are confident in our community's potential. Generations of families have manufactured products in this community and we are confident that many future generations will experience the success of their forefathers.



1900 - 1950
The Association:

founded Jamestown Mutual Insurance Company to help control the high cost of insurance. founded Jamestown Industries, Inc. to conduct group purchasing. maintained a Public Relations Program with professional counsel. established and maintained an Employment Bureau, interviewing and screening 1,000 prospects per year. merged with the Jamestown Area Furniture Manufactures Association, Inc. and operated a pool car service to ease the cost of transportation. The pool car service involved a group of furniture manufacturers from the region who pooled their resources to purchase freight service to the west coast.



1950-2000
The Association:

established and maintained a Medical Bureau to reduce time lost from work and provided special care for industrial accident patients. conducted its own educational and training classes. collaborating with others, the association was instrumental in the creation of a new education programs including: skills upgrading through an MBA program, Supervisory Training, Occupational Awareness for Teachers, Maintenance Training, Engineering Classes, the creation of a Jr. Achievement Program and programming through the Private Industry Council. was instrumental in the establishment of the Labor Management Committee of the Jamestown Area. helped establish the Chadakoin Industrial Revitalization Program, which brought more than $6,000,000 to the community. played a key role in Allegheny Airlines decision to establish commuter air services in Jamestown. was pro-active in the creation of WCA Hospital's Industrial Medical Services. strongly advocated for the construction of the Chautauqua Lake Bridge. had an integral role in the completion of Route 17 now I86.



2000 - Present

participates in efforts to encourage regionalism, shared services and cost reduction in the public sector. in cooperation with the Chautauqua Health Network and the Jamestown Area Labor Management Committee the Association created the Chautauqua Plan in an effort to assure high quality, accessible and affordable health care throughout the community. in cooperation with Jamestown Community College (JCC), the Association created the Manufacturing Technology Institute which includes 10,000 square ft of simulated manufacturing space. MAST maintaints an oversight role in the training facility. MAST has worked with JCC to regionalize these training offerings. through a partnership with Jamestown Community College, the Association has developed certificate and associate degree offerings in Welding Technology, Machine Tool Technology, Design Technology and Industrial Machine Technology. brought Dream It Do It (DIDI) an initiative to promote advanced manufacturing careers to the counties of Allegany, Cattaraugus and Chautauqua. DIDI is a national program designed by the Manufacturing Insittute of the National Association of Manufacturers. Your Association Today
The Manufacturers Association remains a pro-active leader, committed to enhancing the economic strength of the region, by acting as a primary resource for information and assistance to promote manufacturing excellence. The Association works with government and various organizations to define and address the economic development needs of the manufacturing community. We believe that the strength of our community is dependent upon our ability to work together, to share resources and share ideas. The growth of our county is predicated upon the ability of industry, the public sector, business organizations and labor collaborating to address our common goals and concerns. The Association is a strong advocate for the needs of manufacturers whether it be workforce development needs, environmental issues, infrastructure development, workers compensation, health care cost containment or tax relief. We are committed to assuring the best possible business environment for manufacturing to prosper and grow with the objective of creating jobs that will sustain our community.

In honor of this week, we're thrilled to celebrate a major milestone for Renold, Inc. as they welcome their first‑ever NY State Registered Apprentice, Zackery Egroff! 👏🔧

Zack joined Renold Inc. on October 28, 2024, and quickly became a valued member of the team. Renold is excited to support him as he begins his apprenticeship journey through the intermediary sponsorship of MACNY, The Manufacturers Association, an Alliance Partner of the Manufacturers Association of the Southern Tier🚀

Coupling with federal tax policy is about jobs, growth and competitiveness in New York State was our message at the Capitol Press Room in Albany yesterday.

New York is considering a tax policy mistake. Federal law is encouraging domestic research under section 174A and capital investment through provisions like section 168(n).

New York’s proposal would move in the opposite direction by decoupling from those incentives. That means higher upfront state tax burdens, weaker cash flow, and a more complicated tax system for employers deciding where to invest.

If New York wants more innovation, more production, and more jobs, it should align with federal policy, not undercut it.

Decoupling would raise upfront tax costs, weaken cash flow, and make New York less competitive when firms are deciding where to invest.

We stand with our strategic partner here in Western New York, the Buffalo Niagara Manufacturing Alliance and our partners among the the Manufacturing Alliance of New York State including MACNY, The Manufacturers Association, the Council of Industry, the Greater Binghamton Chamber of Commerce, the Center for Economic Growth, Brooklyn Chamber of Commerce and Ignite Long Island.

New York should align with federal tax policy because decoupling from R&D and capital expensing makes investment more expensive, makes compliance more complicated, and sends the wrong signal to companies deciding where to grow.

State policymakers are weighing whether to disconnect a state tax break for manufacturers from a more lucrative federal benefit.

Advocating for Western New York Manufacturers!

A team of us, representing manufacturing here in Western New York went to Albany on February 24th to participate in Manufacturing Advocacy Day with a group of manufacturers from across New York State. We met with several members of the Senate and Assembly and addressed the issues of:

• Developing the Manufacturing Workforce
• Affordability and Dependability of Energy/Electrical Power
• Reducing Health Insurance Premium Costs
• Reforming Tax Policy to Further Enable Investment in People and Equipment

It is important for decision and policy makers in New York State to hear directly from us as a way to help them better understand manufacturing, its importance to the New York State economy and the opportunities/challenges now and in the future.

Manufacturing remains the economic backbone of the Western New York Economy. In the five county Western New York region of Allegany, Cattaraugus, Chautauqua, Erie and Niagara, the manufacturing sector employs 70,000 Western New Yorkers, ships $26.8 billion dollars in goods annually and pays approximately $4.5 billion in salaries and benefits annually.

Western New York Manufacturers!

I often meet students who have talent, drive, and potential, but they don’t know what opportunities exist right here in their own backyard.

At the same time, I meet manufacturers who are desperate for skilled workers and worried about the future of their companies.
