Subject: Collective Bargaining Contract Discussions
Greetings,
As you may be aware, JEA and LIUNA have been engaged in collective bargaining contract discussions for about a year. Both parties agree that we have held good faith negotiations, and the only remaining issue is wages. Unfortunately, we have not been able to reach agreement and on January 29th, LIUNA informed JEA that is has declared impasse and notified the Public Employees Relations Commission (PERC). JEA remains appreciative of the hard work that the teams have completed to this point.
We ask that all employees be reminded of SAFTEY FIRST. Distractions in thought in our work environment can have serious consequences and your safety is Priority Number 1.
The impasse process under Florida’s labor laws is well defined and JEA is committed to abiding by and respecting the process.
Additionally, all employees represented by LIUNA Local 630, regardless of whether you pay union dues or not, have the right to express their opinions and concerns directly to your Union officials and/or stewards. JEA, by law, cannot deal directly with represented employees.
It is also important to understand that the rules of the Jacksonville City Council prohibit employees from engaging directly with City Council members on matters related to collective bargaining.

I was going to ignore this email, but it has been brought to my attention that some members are going to the stewards and concerned about what's going on.
As the Business Manager I am letting you know that nothing has changed, but I will address a couple things that she put in her email.
1) She speaks of safety being #1 but for the last year we have been told that safety isn't an issue because it is so much more dangerous on the electric side than water and sewer.
2) That you can't speak to City Council. Not true. The Rules of the City Council says " The City Council Member may not speak to you about negotiations. You have a right at Public Comment at the City Council Meeting to speak about anything.
Since she can't attack me, because of the article that was in the paper last Sunday, she is trying to get you fired up.
Do your job, be safe and we will be at the next City Council meeting to talk again. I will also be at the Board meeting on the 31st.
We have picked a "Special Magistrate' and so the process is moving along.
