It is with profound sadness that Middle Kentucky mourns the passing of Breathitt County Judge Executive and valued Middle Kentucky Board Member, Jeff Noble.

Judge Noble was a dedicated public servant, respected community leader, and valued member of our Board of Directors. Throughout both of his terms as Breathitt County Judge Executive, he also served on our Board, demonstrating a longstanding commitment to the people of Breathitt County and the communities of eastern Kentucky. His dedication to public service and the well-being of those he served leaves a lasting impact on our region.

We are deeply grateful for Judge Noble’s years of service to Middle Kentucky, his contributions to our organization, and his commitment to the people and communities we serve. His leadership and presence will be greatly missed.

On behalf of the Middle Kentucky Board of Directors and staff, we extend our heartfelt prayers and deepest condolences to his wife, Brenda; his daughter, Whitney; his grandson, Easton; and all of his family, friends, colleagues, and the entire Breathitt County community. We pray that they find comfort and strength in their faith, the love of those around them, and the many memories they will cherish for years to come.

Judge Noble’s legacy of service, faith, and dedication to his community will not be forgotten. He will be deeply missed.

Kentucky households can apply for LIHEAP Fall Subsidy from November 9 - December 18, 2026, to help offset heating costs with a one-time benefit. Applications will be accepted on a first-come, first-served basis, or until funds are depleted.

Interested households in these counties should use the information below for application instructions.

Breathitt CAA Office - (606) 666-5902

Owsley CAA Office - (606) 593-5103
Wolfe CAA Office - (606) 668-3549

Households must meet eligibility requirements, including household income of up to and including 150 percent of the Federal Poverty Guidelines to qualify for assistance. Benefits are paid directly to the vendor.

No disconnect notice, past-due bill, or eviction notice is required to apply. Assistance received during previous LIHEAP seasons does not affect eligibility.
