CUPON Jackson & Manchester NJ

CUPON Jackson & Manchester NJ CUPON Jackson (Citizens United to Protect our Neighborhoods) is an all volunteer organization focused on responsible land use.

POWER IN NUMBERS: As a group we can affect change, encourage elected officials to become more proactive in the representation of Jackson Residents and their concerns. AS A GROUP: We will lobby our local, county and state representatives. We are a grassroots Jackson organization focused on land use and zoning issues that are not compliant with township ordinances, zoning laws and/or housin

g violations that affect our community and neighborhoods and aesthetics of our township. High density developments that critically affect our water, traffic, schools, infrastructure and natural ecosystems. Developing is inevitable, but responsible developing that takes the surrounding neighborhoods and quality of life of those residents into consideration. CUPON’s Reputation is built on: Integrity, Non-biased inclusiveness, Fairness, Dignity and respect
Our mission seeks to ensure responsible land use decisions that includes:
· Overdevelopment and illegal development that threatens our infrastructure and natural resources;
· Illegal housing conversions that endanger the lives of our First Responders, demean the inhabitants, and impact the character of our neighborhoods;
· Lack of effective Code Enforcement which allows properties with code violations to effectively devalue the surrounding homes, neighborhood and puts individuals at risk;
· Identify violations of the intent of the Comprehensive Plan by municipal boards that affect the health, safety, and/or property values of the residents;
· Identify Blockbusting; neighborhoods targeted by realtors and other “so called home interest buyers” to solicit homes that are not on the market. Consider donating to our legal fund at GOFUNDME

Currently, residents who have voiced concerns over changes of use of single family homes in their neighborhoods are now provided with a "form" from the Consent Order.

Know, it is NOT a requirement to complete this form, and residents can file "oral" complaints. Moreover, the form sent to residents is not intended for a complaint for an illegal use. Instead it is intended if a resident feels their "religious rights" to assembly has been violated.

Furthermore, it appears that the DOJ provided a pathway to allow uses, as long as they conform and should go before a land-use board. But the DOJ did not provide a pathway for residents who such use negatively affects. Thus it could be seen as an Equal Protection and Due Process issue, which might constitute a violation of the United States Constitution.

By sending this form to residents who are "protecting property, and of pursuing and obtaining safety and happiness," NJ Constitution, Article 1, paragraph 1, the township appears to be "Establishing" without affording "petition or speech" by residents who do not use such facilities.

Know your rights and understand what the Consent Order really says, NOT the interpretation of the Corrupt Council.

🚨 Government Corruption in Jackson: The Council’s Abuse of Power Must Stop! 🚨
🔥 JACKSON COUNCIL VP BURNSTEIN’S PAC DONORS ARE CASHING IN! 🔥
📢 Join us and speak out against corruption on February 27, 2025, at 6:30 PM!
Last year, Council Members Jenn Kuhn and Mordy Burnstein shamelessly gave themselves a 321% raise—this year, they’re rewarding their real estate investor friends with a 92.5% reduction in fines when residents report violations on their investment properties.
This isn’t just about uncut grass. This is about the illegal conversion of residential homes into commercial properties and boarding houses. It’s about developers ignoring approved site plans—and getting away with it.
Council President Kuhn Is Breaking the Law
Kuhn violates the Faulkner Act by overstepping her authority and interfering in township operations. She has once again violated the Open Public Meetings Act by disregarding RICE notice requirements—silencing transparency and accountability.
🔍 And where is the township attorney, Gregory McGuckin?
Nowhere—because he’s also a PAC contributor! That means we have a town attorney teetering on legal ethics violations and a council riddled with corruption and malfeasance.
On February 27, 2025, the Jackson Town Council Will Betray Its Residents Again
Kuhn and Burnstein’s biggest financial backers—real estate investors, landlords, property management companies, warehouse owners, builders, and developers—are about to get a green light to violate zoning laws with little to no consequences. Instead of facing $1,000 fines and potential jail time, they’ll get off with a mere $75 fine.
Why? Because these investors fund Burnstein’s and Kuhn’s political ambitions.
The Conflict of Interest:
Burnstein is directly tied to major land developer and real estate broker Mordechai Eichorn through contributions to their United Ocean County PAC—a political slush fund designed to elect candidates who will do the bidding of real estate investors.
🚨 This is a betrayal of Jackson residents. 🚨
Don’t stay silent—demand accountability! Join us on February 27 at 6:30 PM and stand against government corruption!

Abuse of Power: Council President Kuhn & her attempt to micro-manage the town, Council VP Burnstein illegally inserts himself for hours in his newly appointed Clerk's office, putting her legal certifications at risk.
-
BUT, In their arrogance they believe they have a right. THEY ARE BREAKING THE LAW!
-
Jackson Township, New Jersey, operates under the Mayor-Council form of government as outlined in the Faulkner Act. This structure, adopted on July 1, 2006, designates the mayor as the chief executive officer responsible for the township's day-to-day operations, while the elected council holds legislative authority.
-
In this system, council members are primarily tasked with legislative duties and are generally prohibited from interfering with the daily administrative functions managed by the mayor and appointed Business Administrator. Such interference can lead to violations of the separation of powers established by the Faulkner Act.
-
So far in 2025, Kuhn has attacked Township departments stating she is "auditing" the personnel in those departments. As well as commenting about employees in a public forum at the Dias.
-
Recent events highlight the importance of adhering to these defined roles. In January 2025, Police Chief Matthew Kunz filed a lawsuit alleging that the newly appointed Public Safety Director, a position created by the township council, was overstepping boundaries and infringing upon the police department's operations. This situation underscores the potential legal and administrative complications that can arise when council members or their appointees become involved in day-to-day municipal affairs.
-
Maintaining a clear distinction between legislative and executive functions is crucial for the effective governance of Jackson Township under the Faulkner Act's Mayor-Council system.
-
Potential Legal Issues:
1. Violation of Separation of Powers – If a councilman is directly engaging in administrative work, directing employees, or interfering in executive functions, they may be overstepping their legal authority.

2. Ethics Violations – New Jersey has strict Local Government Ethics Law (N.J.S.A. 40A:9-22.1 et seq.) that prohibits elected officials from using their position improperly.

3. Abuse of Power – If a council member uses their position to exert undue influence on employees or municipal operations, it could be grounds for investigation.

What Can Be Done?

-File a complaint the Ocean County Finance Board to report misconduct.

-Report the misconduct to the municipal attorney, business administrator, or mayor.

-File a complaint with the DCA - Director of Community Affairs. 609-984-7905.

-Seek legal counsel if the interference is causing harm or violating municipal regulations.

MAJOR CONFLICT OF INTEREST!
-
Feb.11, 2025: Tonight's Council meeting Ordinances that effect Land Use are being changed again to benefit Council President Kuhn and Council Vice President Burnstein's developer friends.
-
Ordinances 1-25 and 5-25 directly benefit Landlords, Developers and Land Investors by severely reducing violations. 1-25 will reduce fines for developers and landlords from a $1000 to $75 and/or jail time. This is NOT about cutting grass, this is about a property owner who received variances for commercial, religious our investment use to NOT move forward with spending thousands to complete their site plan.
-
OR residents who do illegal construction on a home to basically get a pass.
-
5-25 changes building designs, thus furthering the destruction of Jackson Resident's quality of life by allowing construction and additions that aesthetically are unappealing.
-
This Government is working to destroy Jackson Resident's Property values while benefiting those looking to buy your house.
BUT EVERYONE GETS A RAISE!! BACKDATED TO 2019!
-
Come to tonight's meeting and make your voice heard.

Why would Jackson Township even entertain hiring Jean Cipriani to any legal position after she wrote unconstitutional ordinances that caused the Department of Justice and Attorney General’s office to file lawsuits against the town?

As an attorney, she knew this would happen.
