Excerpt from “Lillie and Milo Ence ‘Pioneer Stalwarts’” by Kay & Ellen Ence page 91-92
“In the fall of 1909, Leo A. Snow and Clarence S Jarvis (both civil engineers), conceived the idea of bringing water from the Santa Clara creek on to the Santa Clara Bench for irrigation purposes...The first ground for the canal was broken in June of 1911. Work did not commence in earnest until that fall, when most of the spring and summer work was over on the farms. This was a great undertaking, since there were eight miles of canal to be built, some of it along steep mountain sides, and some over deep ravines that would have to be flumed or syphoned...Teams, plows, and scrapers along with shovels were used. The men worked early and late. They would leave Santa Clara Monday morning with their teams, wagons, and provisions to do them an entire week. Friday or Saturday evening, they would return home to spend Sunday and again stock up with provisions for the next week...The Canal was not finished until some time in 1914. It was a joyous day when the water first came through the canal on to the bench. Some time after this, Edward R. Frei Sr., conceived the idea of building a storage pond or reservoir. The filings were made some time during the year 1917.”
