"To be clear: I am not against food charity. Food banks feed millions of Americans every year, often with extraordinary care and dignity, and dismantling them would be catastrophic. But we have leaned on them far too heavily to pick up the slack left by public policy, and mistaken their necessity for a sign of success when it is a symptom of political failure. A society should measure itself not by how efficiently it distributes charity, but by how rarely charity is needed in the first place. Hunger in America persists not because we lack the means to end it, but because we have built a system that allows us to manage it instead." --Nora B**r, Hunter College New York City Food Policy Center

The average SNAP benefit across the U.S. is about $6.25 per person per day, or roughly $190 per month, according to FRAC. That isn't enough to cover a typical meal in about 99% of U.S. counties, according to a 2025 analysis from the nonpartisan Urban Institute.

For many SNAP recipients, the OBBBA's changes come at a time when they are already grappling with higher costs for everything from groceries to gasoline.

More than 5 million Americans have lost food-stamp benefits since 2025. "I have to prove that I'm sick," one SNAP recipient said.

The Supplemental Nutrition Assistance Program (SNAP) is undergoing a drastic restructuring of its funding model — one that will reduce federal support and require states to shoulder a larger share of the bill.

The Food Research & Action Center, an anti-hunger advocacy group, estimates that states would need to shore up anywhere between $3 million and $670 million to fully offset the loss in federal funding for administrative costs.

States will start to pay a larger share of the bill to run the food assistance program, as federal funding for operational costs shrinks.

Donating fresh food is a race against the clock. Once these items are identified for donation and sorted at a retail store, the timer truly starts. It takes a system made up of the right equipment, pantries and people to transport and store temperature-sensitive food safely and get it to a neighbor's table.

That’s why Walmart , the Walmart Foundation and Feeding America have worked together to strengthen food recovery across the charitable food system. Throughout their twenty-year partnership, they have rescued over nine billion pounds of food, including more than 769 million pounds last year alone. Of those 769 million pounds, more than half was fresh food like fruit, vegetables, dairy and meat.

Walmart recently announced another $15 million philanthropic investment in Feeding America to help build on that work.

Learn how Walmart and Feeding America rescue fresh food, strengthen local food banks and help provide nutritious meals to families facing hunger.
