Welcome to the page of the Indiana Council on Educating Students of Color (ICESC)! The Indiana Council on Educating Children of Color is an Indiana State, 501c3 non-profit agency, located in Indianapolis, IN. The focus of ICESC is to collaborate with schools and districts to design and operate after-school and summer educational programs that focuses on reading, writing, comprehension, and math. Our mission is to collaborate with parents and students to creatively design educational opportunities that lead to enhanced academic success for students of color throughout the African Diaspora. Founded in Indiana by a group of concerned educators and community activists, ICESC is committed to improving the educational outcomes of students in Indiana especially those living in marginalized neighborhoods characterized by high crime, violence and attending schools with poor academic performances. The preschool-to-prison pipeline is the process in which students are pushed out of school through out-of-school suspensions, expulsions and overly-harsh discipline and into the prison system. According to data collected from the U.S. Department of Education's Office for Civil Rights, African American students are excessively suspended compared to students of other ethnicities, starting as early as preschool. Data shows that Black preschool students are 3.6 times more likely to receive one or more out-of-school suspensions than white students. Students w/disabilities, LGBTQ+ youth and trauma-affected students are also disproportionately suspended. A report by the Equal Justice Society has data showing students with 1 suspension or expulsion are 3 times more likely to enter the juvenile justice system the following year due to students falling behind academically, and feeling stigmatized when they return to school.

Our Other Community Programs!

1.) After School Literacy Programs - Our After School Literacy Programs focus on leadership and academic development. Leadership development composes of parent/community information, organizing and mobilizing, and training aspiring education personnel, teachers (especially males of color), and administrators. It is implemented through trainings, seminars, and partnerships with other non-profits, churches, multi-service centers, and schools. Academic development composes of ICESC providing literacy skill development for Pre-K up to 12th grade using after-school literacy centers in high need neighborhoods. We have 5 schools in the greater Indianapolis area, Tindley Genesis, Tindley Summit, Tindley Accelerated, Circle City Prep, and KIPP Indy Unite, where we have licensed teachers and support staff to instruct students in reading and mathematics.​

2.) Dream Catchers - The Dream Catchers program is an after-school program designed to explore students' dreams beyond high school, guided by a collaborative effort of the children, parents, teachers and community. The program includes several college tours, career exploration and mentorships.

Our Key Focus Areas:

1.) Literacy - To answer the call for the needs identified by 16 cities in the state of Indiana. Literacy Centers were established from 2008 to 2014 in conjunction with the Indiana District #4 of the AME Church in the following cities: Gary, IN, South Bend, IN, Anderson, Indianapolis, Seymour, Jeffersonville, and New Albany.

2.) Issues of Diversity - As a result of State Representative Gregory Porter's "Cultural Competency Legislation," a partnership with Indiana University's School of Education was formed to conduct a cultural audit process. A staff development grant from Metropolitan School District of Lawrence Township was implemented by Indianapolis educators, Indiana University PHD candidates and National Council on Educating Black Children Executive staff to review cultural competency in 25 schools.

3.) Parental and Community Support - Meetings were held with parents and community groups in Northern, Central and Southern Indiana. A parent newsletter, "Good Choices" was distributed along with books on Black males and the establishment of a radio show hosted by local Indiana activist on issues impacting the education of Black students.

4.) Data and Dissemination - ICESC partnered with The African American Equity Project at Indiana University for data collection/presentation and evaluation of our programs in Indiana.

5.) Advocacy and Policy - ICESC members met with superintendents, principals, and community groups in various cities of Indiana to discuss policies and laws that impact the education of Black males. Other topics under discussion included the Growth Model, opposition to third grade test scores without state funding for early childhood, education, inclusion into school structure, cultural competency for all staff members, and alternative models for teacher certifications to increase the number of African American teachers in public and charter schools.
