What an incredible few days in San Antonio!

From November 12–14, we gathered at the 2025 TCA Special Populations Conference at the Holiday Inn Riverwalk to connect, learn, and grow together. Big thanks to everyone — attendees, speakers, and organizers — for making it a truly meaningful event.

Highlights included powerful breakout sessions, insightful panel discussions, and meaningful conversations around serving special populations in corrections.

Mr. Cooper was a past president of the TCA. We offer our sincere condolences to his friends and family.

Please join in offering your deepest sympathy to the family of Rodney Cooper. Rodney retired in 2009 from the agency after three decades of dedicated service. At the time of his retirement, he served as the Correctional Institutions Deputy Division Director for Prison and Jail Operations and soon after went to work for LaSalle Corrections. At the time of his passing, Rodney was the Executive Director for LaSalle and the Private Jail Representative for the Texas Jail Association.

Rodney is survived by his wife Gayle, his daughters Amanda and Kalyn, and his grandchildren who he cherished. Rodney was a truly remarkable man who touched so many lives with his kindness and warmth. He was a man of great character and compassion, and a dear friend to many. He will be greatly missed. Please keep Rodney’s family and friends in your thoughts and prayers during this difficult time.
