A groundbreaking moment was reached on May 21, 2026, when the House Committee on Energy and Commerce unanimously advanced the FDA Modernization Act 3.0 (H.R. 2821), paving the way for a new era in drug development. Led by Representatives Buddy Carter (R-GA) and Nanette Barragán (D-CA), the committee voted 45-0 in favor of the bill, which aims to fully implement the provisions of the previous FDA Modernization Act 2.0. This legislation promises to transform the FDA's regulatory framework by embracing modern, non-animal testing methods, thereby reducing reliance on animal testing and fostering more efficient, human-biology-based approaches. Having cleared the committee stage, the bill is now poised for consideration by the full U.S. House of Representatives, with a vote anticipated in June 2026. The U.S. Senate previously passed its version of the bill (S. 355) in December 2025, lending momentum to this bipartisan effort to revolutionize the field of drug development.
