For many families ready to adopt a dog or cat, the search starts on Petfinder, an online platform that lists adoptable pets from shelters and rescues nationwide.

But several Houston-area rescue groups say a recent change to Petfinder’s search filters is making their animals harder to find and is already cutting into adoptions.

Monthly reports from the City of Houston show that the current administration, led by Mayor John Whitmire—who is known for a "strong record on animal welfare in Austin [as a TX State Senator]"—and Jarrad Mears, has killed 🩸2,611🩸 more animals in 21 months than the late Mayor Turner and Greg Damianoff.

Has the current mayor prioritized making "big changes" at BARC to create a "first-class shelter" as promised during the press conference in Feb 2024?

Has the mayor started working with Harris County to prevent duplication of efforts, as promised at the same press conference?

Has the mayor begun forming partnerships with corporations (such as Astro Foundation, NRG, CenterPoint) to turn BARC into a non-profit organization, as stated in the press conference?

When city council meeting agendas lack discussions on these topics over the past 22 months, we can assume they haven't taken place.

If you nodded during the press conference, are you holding the mayor accountable or just telling him what he wants to hear?

Our insights are listed in the presentation below.

After years of crises and scandals faced by BARC’s administration, it is essential to prioritize honesty and transparency. A champion's heart listens with humility, learns, and implements necessary changes through a strategic plan.

Over the past decade and beyond, we have observed a prevailing attitude at BARC and the City Council: the less someone understands a topic, the more firmly they believe in it. It is crucial for BARC to move away from this mindset and develop a culture that values transparency and flexibility.

ARA’s decision to consult with Friends For Life in 2021, only to dismiss their thorough and detailed plan, contradicts scientific principles, established facts, and the responsibility BARC has to the public. This plan was specifically designed to help BARC create an animal behavior program, recruit qualified staff, provide access to standardized operating procedures (SOPs), gather data, and learn how to write grants effectively.

By placing a high value on transparency and committing to learning from reputable sources, BARC can cultivate trust within the community and make meaningful strides towards improvement. Developing a strategic plan rooted in evidence-based practices and community engagement will not only support animal welfare but also strengthen public confidence.

The time has come for BARC to lead with integrity and compassion, ensuring that every decision focuses on the well-being of both the animals and the community it serves. This transformation requires collaboration, commitment, and a unified vision for a brighter, more compassionate future.
