Texas Senate Bill 4 (SB4) is now fully in effect, but the legal fight is far from over.
SB4 could lead to increased racial profiling, fear, overpolicing, and family separation in immigrant communities. While all Texans may be affected, our Black and Brown communities face a greater risk of discriminatory enforcement.

At GHIRP, we remain committed to advocating for immigrant justice, defending due process, and protecting the rights and dignity of immigrants in the Galveston-Houston area.

Federal Litigation for Unaccompanied Immigrant Children in Prolonged ORR Custody
📅 Date: Monday, June 8, 2026
🕰️Time: 1 p.m. — 2:30 p.m. EST

Federal habeas litigation is increasingly the only viable path to secure the release of unaccompanied children trapped in Office of Refugee Resettlement ("ORR") custody. Currently, children have been detained in ORR custody for an average of more than 200 days, separated from their families who are trying to sponsor them and care for them at home.

This webinar will focus on concrete habeas strategies to protect detained children and release them to their families, including: legal theories, practical logistics, and related federal litigation strategies like mandamus petitions and motions for temporary restraining orders. Habeas petitions can be used to attack statutory, regulatory, and constitutional violations that result in prolonged detention and the needless suffering of children. After attending this training, you will be prepared to bring these cases and make a meaningful difference in the lives of vulnerable children and families. You will also become eligible to participate in pro bono cases referred by and in partnership with child advocates.

This training will equip legal service providers and advocates with a practical, litigation-ready framework for: * Identifying viable habeas claims for detained unaccompanied children * Navigating child-specific jurisdiction, exhaustion, and custody questions * Keeping current on legal developments, including emerging arguments for youth * Learning about a growing number of resources to support UC habeas litigation * Joining a national coalition of advocates and pro bono attorneys fighting for children's release from custody.

🎉 Thanks to the incredible support of our community, GHIRP’s 5-Year Anniversary Spring Festival raised more than $200,000 to continue advocating for immigrant justice across Galveston and Houston. 💚

Behind every case is more than a legal process, it’s a person, a family, and a future.

During one of our first outreach events at the Rosenberg Library in 2024, we met a couple facing overwhelming challenges. Despite financial hardship and employment obstacles, they never gave up hope.

Step by step, with determination and support, he overcame every obstacle. About a year later, GHIRP proudly helped him become a U.S. citizen. 🇺🇸

Soon after, we began the process of petitioning for his wife. After months of preparation, interviews, gathering family photos and documents, and continued advocacy, her green card was approved on May 15, 2026. She will now receive her 10-year green card in the mail. 🦋

🚨Important Update🚨 A federal judge blocked key parts of Texas SB4, including the provision making “illegal re-entry” a state crime and the ability of Texas judges to order deportations.

⚠️ But the legal fight is far from over.

Alarmingly, the provision allowing law enforcement to arrest individuals suspected of unlawfully entering Texas from Mexico on or after May 15, 2026, is currently in effect.

SB4 remains one of the most extreme anti-immigrant laws in the country, expanding state and local involvement in immigration enforcement and putting immigrant communities at greater risk of fear, detention, racial profiling, and loss of due process protections.
