Tropical Storm Cindy maintaining its strength in the central Gulf of Mexico, and it will be a soaker, bringing potentially life-threatening flooding concerns to parts of the Gulf Coast through late this week. Gusty winds, rip currents and isolated tornadoes are also expected. Moisture and energy from Cindy will also spread north and east ahead of a cold front Thursday-Friday, which will result in heavy rain and possible flooding from the South to as far north as the Ohio Valley. Gusty winds, rip currents and isolated tornadoes are also expected. A tropical storm warning has been issued from High Island, Texas, to the mouth of the Pearl River. An area in the southern Gulf of Mexico has been deemed "Potential Tropical Cyclone Three" by the National Hurricane Center (NHC). This is the first season the NHC can issue advisories on systems that have yet to develop but pose a threat of bringing tropical-storm-force or hurricane-force winds to land areas within 48 hours. BATON ROUGE - Today, Governor John Bel Edwards released a statement asking Louisiana's congressional delegation and neighboring Gulf Producing States to oppose President Trumps’ budget proposal, which calls for the elimination of GOMESA state payments. “I am asking the Louisiana congressional delegation and neighboring Gulf Producing States to oppose this plan and adopt a responsible budget that doesn’t unfairly turn a blind eye to our region,” stated Edwards. Louisiana's proposed 2017 master plan update for coastal restoration and hurricane protection should contain more marsh creation projects in the Barataria and Terrebonne basins. It needs more projects protecting coastal and lake shorelines on the western part of the state. BATON ROUGE, LA – On May 15, a broad coalition of organizations will head to Baton Rouge for a day of action and lobbying for more equitable and inclusive nonstructural flood protections in the 2017 Coastal Master Plan and the FY2018 Annual Plan. The Coastal Protection and Restoration Authority (CPRA) will be submitting the Plans for legislative review and approval. The coalition, which includes local, regional, and national organizations, notes that “The Draft 2017 Coastal Master Plan is missing a community economic development approach that is people-centered and benefits low- and moderate-income individuals and families.” [ 410 more words ]

For every 80 cents of the budget allocated or spent on restoration and structural projects in the FY 2018 Annual Plan, 20 cents must be allocated or spent on a non-structural project. Structural and non structural spending should be proportional throughout the planning, prioritizing, and implementation process. For nonstructural spending, the 2017 Draft Coastal Master Plan allocates $6.1 billion, or 12.2 percent of the overall $50billion budget. [ 116 more words ]
