The West Central Workforce Development Board (WCWDB) is soliciting proposals from qualified entities to provide One-Stop Operating services for the Workforce Innovation and Opportunity Act (WIOA) Title I-B program. The successful proposer at a minimum must coordinate the service delivery of required one-stop partners and service providers. Local Workforce Development Boards may establish additional roles of the One-Stop Operator. The full RFP packet contains the criteria/information, all requisite forms, and instructions. The RFP packet may be requested by contacting Ms. Cindy White-Hamilton of the West Central Local Workforce Development Board via email at [email protected].

Proposals must be submitted electronically to Ms. Cindy White-Hamilton by noon on October 6, 2025. Late submissions will not be considered. Questions regarding the RFP can also be sent, via email, to Ms. Cindy White-Hamilton. Note: All questions/answers will be posted to our wcapdd.org website. WCWDB is an Equal Opportunity Program Provider, Organization and Employer. Auxiliary aids and services are available upon request to individuals with disabilities. Stevens Amendment The Stevens Amendment, PUBLIC LAW-101-166, SECTION 511, is an appropriations provision that requires grantees of the Department of Labor (DOL), Health and Human Services (HHS), and Education to disclose for a grant program the percent of costs financed with federal funds. Workforce and Innovation Opportunity Act (WIOA) programs are federally supported 100% by the U.S. Department of Labor as an award totaling $1,137,223.00 with $0.00 (0%) state, local and/or non-governmental funds.

Last week, we gathered to honor and celebrate the retirement of our dear friend and colleague, Margaret Ranger Dearmon, after an incredible 35 years of service at WCAPDD.

As Assistant Director of Workforce, Margaret has been a guiding force in shaping our WIOA program, helping to write policies and create opportunities that have impacted countless lives across our communities. Her knowledge, leadership, and heart for people have left an immeasurable mark on our organization.

On Friday, June 13, we were proud to host our quarterly board meeting at the DoubleTree in Hot Springs, bringing together local leaders, partners, and board members to continue important conversations about regional development, infrastructure, and workforce initiatives across west-central Arkansas.
