Public Notice*Environmental Permit Purpose of notice: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality (DEQ) to limit air pollution from a facility in Hopewell, Virginia. Public commentperiod: May 22, 2026 to July 7, 2026 Public hearing: Hopewell Library, 209 East Cawson St, Hopewell, Virginia on June 22, 2026 starting at 5:30 PM. Permit name: Prevention of Significant Deterioration Permit issued by DEQ pursuant to applicable air laws and regulations Applicant/Facility name, address and registration number: Hopewell Power Generation LLC; 1114 Hercules Rd, Hopewell, Virginia 23860; 50967 Project description: Hopewell Power Generation LLC has applied for a significant amendment to the permit to build the Hopewell Power Generation LLC cogeneration facility in order to define alternate operating scenarios (e.g., startup and shutdown) and to add corresponding alternate emission limits for the three combustion turbines at the facility. The facility is classified as a major source of air pollution and is located at 1114 Hercules Rd, south of the intersection of State Route 156 and E. Randolph Rd in the city of Hopewell, VA. Allowable annual emissions of air pollutants from the facility will not change as a result of this permit amendment and therefore no change is expected in increment consumption. Fuel throughput limits of natural gas and No. 2 distillate oil (delivered to the facility via pipeline and truck, respectively) will also remain unchanged. There is no expected effect on local air quality as a result of the amendment. HOW TO COMMENT: DEQ accepts written comments by hand-delivery, e-mail, or postal mail. Written comments must be received by DEQ during the comment period and include the names, mailing addresses or email addresses of the commenter and of all persons represented by the commenter. DEQ also accepts written and oral comments at public hearings.

Hello Hopewell,

Your friends at Advansix has QUIETLY 🤫 made a formal request to Virginia Department of Environmental Quality for a modification to the permit for its Hopewell facility. The facility is located near the intersection of Routes 10 and 156 in the city of Hopewell. THE FACILITY IS CLASSIFIED AS A MAJOR SOURCE OF AIR POLLUTION.

The proposed change in permitted emissions would be an increase of 1.2 tpy VOC, 1.0 tpy PM, 0.6 tpy PM-2.5, 14.3 tpy nitrogen oxides, 405.7 tpy carbon monoxide, and 7.0 tpy H2S.

Basically they are requesting to be allowed to increase the amount of pollutants they can release into the community so they won't have to be fined for doing it anyway.

So if they request that you come out to a public meeting please do. So that you too can gain clarity from them and their team on how what they are doing "benefits" the communities they are in close proximity to.

The recent decision by the Hopewell City Council to fire both City Manager Concetta Manker and City Clerk Brittani Williams...... while simultaneously planning to defund the roles of the deputy city manager James Gaston III and deputy clerk Sade' Allen without just cause has left many community members feeling shocked and disheartened. In a close 4-3 vote, the council chose to remove two individuals who have dedicated their time and effort to serving the citizens of Hopewell. This action not only raises questions about the motives behind the decision but also reflects a troubling trend of instability within the local government. The dismissals appear to undermine the trust that the community places in its elected officials. This also concerns us as an organization due to everyone who has been terminated or that is on the chopping block is African American. When leaders act without transparency and accountability, it creates an environment of fear and uncertainty, making it difficult for citizens to confidently engage with their local government. Such a pivotal decision, affecting the lives of two professionals and the future of the city, deserves careful consideration and a solid justification, something that seems to be lacking in this instant case.

Moreover, the emotions displayed by community members during the council meeting highlight the deep connection many residents feel towards their city officials. Concetta Manker and Brittani Williams were not just employees; they were public servants who worked tirelessly for the betterment of Hopewell. The absence of a valid reason for their firing leaves citizens wondering about the council's integrity and accountability. It is vital for local government to operate with transparency and respect for the hard work that its members put into their jobs. When decisions are made hastily or arbitrarily, it can erode trust in elected officials and discourage citizens from getting involved in their governance. The community deserves council members who will prioritize the well-being of the city over personal agendas.
THIS INCIDENT SHOULD ENCOURAGE RESIDENTS TO DEMAND BETTER LEADERSHIP AND OVERSIGHT, ENSURING THAT THE COUNCIL REMAINS FOCUSED ON SERVING THE INTERESTS OF THE PEOPLE, RATHER THAN SUCCUMBING TO IMPULSIVE ACTIONS.
