Over the last 5 funding cycles, Holyoke taxpayers have supported the redevelopment of 7 buildings that were empty, 2 that were in dire need of refurbishment, and infilled one empty lot. We have a lot of buildings across our city to restore and revitalize. CPA funds is one key way of doing so, especially because so many state and federal grants require that a small contribution be made by a municipality to gain access to funding. CPA has often played that role for the city, allowing development to move forward.

With the ballot question coming up, we have been getting some questions as voters are deciding how they will vote. One question we have gotten is how much funding has gone to each of our three categories. See below!

Did you know there are 3 categories of CPA projects? Historic, Open Space and Recreation, and Housing. CPA has existed in Holyoke for five years, and over that time, 42% of funding went to historic projects, 42% of funding went to open space and recreation projects, and 16% of funding went to housing projects.

WHAT IS THE CPAC?

The CPAC has several important functions: to receive project requests, to evaluate community needs in the areas for which CPA funding can be used, and to make recommendations to the City Council for the use of CPA funds. CPA funds cannot be appropriated or spent without the recommendation of the CPAC and subsequent approval by the City Council. In the process of determining how CPA funds are to be used, the CPAC consults with various committees that are knowledgeable about each of the community preservation program areas, and gathers information from the public.
