**The NYS Volunteer FF Cancer Program has changes coming
The program was formerly managed by the Hartford Ins Co. is now going to be managed by Chubb Insurance,
which is owned by its shareholders as a publicly traded company. Coverage limits will remain the same and all
3 components remain the same: lump-sum, LTD and death benefit. Firefighters will be divided into 4 classes;
Class 1 Interior Firefighters, Class 2 retired interior firefighters, Class 3 exterior firefighters and Class 4 retired
exterior firefighters.
Like everything else the price is going to increase with some exceptions. Chubb rates will be as follows:
Option 1: Enhanced Basic Coverage
Class 1 $190.00 per person/year

Class 2 $171.00 per person/year
Class 3 $190.00 per person/year
Class 4 $171.00 per person/year
Option 2: Enhanced Basic Coverage with Supplementary Enhanced Cancer Rider:
Class 1 $261.00 per person/year
Class 2 $236.00 per person/year
Class 3 $261.00 per person/year
Class 4 $236.00 per person/year
Or:
• -Basic Coverage increase of $42.93
• -Enhanced Coverage increase of $73.29
The Enhanced Basic Coverage with Supplementary Enhanced Cancer Rider is Chubb’s all-inclusive plan that
covers all cancers, as opposed to just the cancers that are named in the original law (GML 205-cc).
Those listed as retired will have lower premiums than current classifications. As a result, working with your
agency administrator and your insurance agent/provider your members will need to be divided into the 4
classifications. The good news is that we will be looking forward to easier claims processing with pay outs
within 24 hours.

**Plus, Changing Reporting Requirements from DHSES – OFPC: Dates due have
changed!
Note that this rule change was published in the New York State Register on June 3rd, 2026.
• The reporting year will be January 1st through December 31st rather than December 1st through
November 31st
• A fire district, department or company must submit to the Office of Fire Prevention and Control by
MARCH 15 and annually thereafter an attestation (form-EOSB 210.5) that the fire district, department
or company will provide the enhanced cancer disability benefit by:
o carrying an insurance policy issued by an insurance company authorized to engage in the
business of insurance in this State sufficient to cover its eligible volunteer firefighters and
provide a death benefit to their beneficiaries; or
o proof that the authority having jurisdiction: (i) possesses taxing authority; and (ii) has agreed
in writing to fund any and all claims of eligible volunteer firefighters and their beneficiaries
through existing and future revenues (self-insured, assumes the responsibility to pay claims).
• Annual claims report (form-ESOB.8C). The fire district, department or company shall report to the
Office of Fire Prevention and Control, no later than MARCH 15 and annually thereafter, on the claims
and benefits payments for the reporting year using forms prescribed by the Office of Fire Prevention
and Control.
o This report must be signed by the head of the department or company, sworn to under penalty
of perjury as true, correct and complete and shall be notarized.
• Annual roster of interior firefighters (form-ESOB-210.8R). The fire district, department or company
shall report to the Office of Fire Prevention and Control, no later than MARCH 15 and annually
thereafter, a complete list of its interior firefighters for the reporting year.
