Emerald Lake Village District is located within Hillsborough, New Hampshire and surrounds the beautiful 60-acre Gould Pond. With three resident-only beaches and 15-miles of District maintained roads, the ELVD is a separate government entity from the town of Hillsborough. Emerald Lake Village District is managed by three elected Commissioners. These Commissioners have the same powers within the Dis

trict as a Selectman has within a Town. Additionally, A five person Planning Board is appointed by the Commissioners for the task of conceiving future improvements and updating the Master Plan.
