A Message from the Board of Directors
Following Wednesday night’s Board meeting, several questions and comments were raised about Association operations and recent decisions. We want to provide our community with clear, factual information and address some of the concerns that were brought forward.

“HVLA does not own the Levee” –
Attached is a screen shot of the GIS Parcel Map from the County of Lake. What is owned by HVLA is highlighted in “blue”. The Legend is also attached indicating who owns what portions, based on County Records. Repairing the levee and Putah Creek needs to be a joint effort and the HOA intends to work with all appropriate parties to resolve.
“The Board is in violation of the Davis-Stirling Act by not having 2 board meetings a month” -
Our bylaws do not contain any provision limiting the number of board meetings or executive sessions that may be held annually. Under California's Davis-Stirling Common Interest Development Act, there is likewise no statutory cap on the number of meetings a homeowners association board may hold. The board is permitted to meet as frequently as necessary to conduct Association business, provided that proper notice is given for regular meetings (generally at least four days) and that meetings comply with the open-meeting and executive session requirements set forth in the Act.
Executive sessions are similarly not limited in number under state law or our bylaws. They may be held as needed to discuss matters such as litigation, contracts, member discipline, or personnel issues, consistent with the permissible topics outlined in the Act.
“Why is the Board approving funding for additional Radar Cameras outside of the budget process. This is generally done during budget season.” –
The Radar Cameras are needed now. The E-Bike Policy will be published next month, and we continue to have excessive speeding within the gates by cars, E-Bikes and illegal E-Motos. We have approximately 32 miles of road behind our gates and only 3 cameras. Additional cameras are needed now to assist Security with speeding violations within the gates. Additionally, the cameras significantly reduce the need for our Security staff to sit at our heavily trafficked roads to monitor vehicles.
“Security has been moving the radar/speed cameras and not appropriately posting signage prior to the camera placement. These are potential violations” –
Legally signage is only required on public roads, not private. The roads within our gates are private. Since we have 32 miles of road, the 3 cameras have been moved to attempt to better cover heavily trafficked areas. Although signage is not required, security does post signs at the new location when cameras are moved. Once these additional cameras are purchased and installed, they will be permanently placed.
“Why is the HOA bringing in food trucks, when we subsidize the Greenview.” -
We have heard members comment that “food trucks take revenue away from the Greenview”; members who have indicated that they would like more variety/something different; members that claim they do not eat at the Greenview.
Since bringing in food trucks the attendance at the concerts has risen. The Greenview is still serving food and alcohol, and has indicated that they are doing well, if not better, at this year’s concert series. Again, we are listening to our members and trying to provide more choices for them.
As to food trucks at the pool; the Greenview currently does not have a way to efficiently provide food remotely. There would be significant cost incurred by the Greenview to cover food supplies and labor in order to be open, and provide service, during weekend pool hours. Bringing in vendors costs the HOA nothing and provides members with a service they would otherwise not have.
“Why don’t we have Town Hall meetings?” –
We will have Town Hall meetings, if there is a specific issue that needs to be discussed, such as our last one on E-Bikes. We have Coffee with the Board every month, where member issues/concerns are discussed. There is no time limit, it’s not being recorded, it is an open forum. What more do you want? It starts at 6:00 pm, so hopefully people who work can still attend. Since these meetings started, I would say we have had no more than 8 people attend, some being the same people. What would make having a Town Hall on a Saturday evening bring any more people out. Even with low attendance we will continue to have these meetings because we never know what issues may come up.
“Solar Bees – They are not needed; I know for a fact that they aren’t. They are only for ponds and creeks.” –
A Solar Bee is a solar-powered water circulation and mixing system designed to improve water quality. It can be used in lakes, ponds, reservoirs, water treatment ponds and golf course irrigation ponds. Its primary purpose is to circulate the water from top to bottom, rather than allowing it to become stagnant. The benefits of having Solar Bees are to reduce algae bloom, increase dissolved oxygen, reduce odors, improve water clarity, reduce mosquito breeding, and help break down organic matter more efficiently.
