Oops! They did it again!!

In direct violation of a Sawyer County Court Injunction issued 5/24/24, Spider Lake Township launched Town of Spider Lake Ordinance #02-2024 (Boating Ordinance) signed 5/20/2024. Texts & emails with the Boating Ordinance were then sent to the town on 5/25/24 & listed on the Spider Lake Township website on 5/25/24 by Michelle Keil, in direct violation of Circuit Court Judge Monica M. Isham's TRO (Temporary Restraining Order) ruling on Friday, May 24, 2024 the Town has now violated that order. A hearing has been set for 5/31/2024 @ 10 AM to litigate the matter.

NOTICE IS HEREBY GIVEN that the Town of Spider Lake Board of Supervisors will convene a Special Town Board Meeting on Monday, May 20, 2024 at 1:00 pm to consider the Proposed Boating Ordinance #02-2024.
Also, the Board will consider two ordinances related to the Board of Review regarding (1) Relating to the confidentiality of information about income and expenses, and (2) the appointment of Alternate BOR Members.
The meeting will be held in-person at Town Hall and by Zoom.

Good afternoon! Attached you will find “Round 2” of the documents submitted to the DNR related to the town’s lakes ordinance and the latest response letter from the DNR. For the most part, what the town submitted this time was the same with very few adjustments as the one they submitted in February. No surprise, the DNR issued virtually the same response. Please read the attached documents carefully. There is an annual town meeting tomorrow (Tuesday) night and the monthly BOS meeting as well. An update regarding the proposed ordinance is on the agenda. Hopefully there will also be a disclosure of the ruling by the DNR.

The Spider Lake Taxpayers Alliance has received several letters and emails regarding the information disseminated by the Spider Lake Board of Supervisors from an information session that took place during the March 13, 2024 BOS meeting.

We have been asked by these three individuals in particular to distribute their letters in the hope that each has an opportunity to voice their points of view concerning the proposed Ordinance. The 2nd Draft of the Ordinance has been submitted for mandatory DNR review.

These letters have been sent to the Spider Lake Board of Supervisors as well as the Wisconsin DNR.

We invite you to read the WI DNR's response and review of the Town of Spider Lake proposed ordinance #02-2024.

As it is currently written, The Department does not believe this ordinance is enforceable, practical, or will have the desired effects. The Department would encourage the Town of Spider Lake to consider further discussion and/or amending the proposed ordinance prior to moving forward with enacting the ordinance, such as adopting state law and providing more factual information in the condition report. The Department would also recommend exploring options that are less restrictive, but that could still accomplish your goals of providing safe conditions for the diverse users of the Town of Spider Lake's pristine waterways in an equitable and enforceable way

To the surprise of many, the Town of Spider Lake quietly submitted a new restrictive boating ordinance to the DNR for review at the end of last month. It’s more than curious that the Town would do this without requesting any input or feedback from Town residents or putting this item on the agenda for discussion at any meeting before this evening. Even tonight, the Town Chair has declared that there will not be any discussion on the ordinance the Town has already submitted to the DNR. Wis Statute 30.77(3)(d) requires that a proposed ordinance like this one be submitted to the DNR 60 days before final action is taken by the Town. It’s more than fair to say that we expected that the draft ordinance would have been discussed at the Board level first, where community input and public comment would be heard, before the ordinance would be finalized and sent to the DNR for review. But since the ordinance has already been submitted for review, it would surely seem to indicate that the language of the ordinance and its restrictions outlined therein have already been decided and that the Town Supervisors have no interest in hearing what members of the community have to say on the matter.

In response to this, we have created the Spider Lake Boating Club, with a mission to further the interests of recreational boaters on the Spider Lake Chain of Lakes. Further information regarding the Club and membership will be released shortly. In the meantime, you can check the Spider Lake Taxpayer Alliance’s website and its page for more information.

A newly formed organization has been established called the Spider Lake Boating Club, LTD. It is a Wisconsin Non-stock corporation with a mission statement to promote boating activities on the Spider Lake Chain of Lakes in Sawyer County.

After a quiet start to 2024, it has been reported that the Board of Supervisors has created a new draft ordinance regarding lake/boating restrictions and submitted it to the Wisconsin DNR. This application was submitted on or about January 31st and will undergo a 20-day minimum review process. This review is conducted by Lt. Kuhn of the WI DNR, who leads NASBLA and administrates boating law for the State. This is the first step in the process of getting WI DNR approval for any boating restrictions. We are working to get a copy of the application and recommendations from DNR.

We will keep everyone posted as we receive further information.
This is on the Board’s agenda for the 6 pm meeting on Wednesday, 2/14.
