What does fishing have to do with membership?
Fishing continues to be one of the most effective ways Scouting builds connection to the outdoors while strengthening Recruitment, Retention, and Reactivation (R3) efforts across councils.
For recruitment, fishing events are highly visible, welcoming, and easy for new families to attend. A simple pond or community lake event can introduce Scouting in a low-barrier way, where youth and parents immediately participate rather than observe. That early hands-on experience often becomes the first step into joining a pack or troop.
For retention, fishing helps keep families engaged by creating consistent, positive outdoor experiences. Early success matters, especially for Cub Scouts. When youth catch fish, learn basic skills, and share that experience with parents and leaders, it builds excitement that carries into camping, advancement, and continued participation in Scouting programs.
For reactivation, fishing provides a natural way to reconnect with families who have stepped away. Community-based fishing events, district outings, and council programs offer an easy, pressure-free invitation back into Scouting, while reintroducing youth to an activity that is fun, social, and familiar.
Across councils, fishing is especially effective in R3 strategy because it is flexible, low-cost, and scalable. It works at pack meetings, district events, camporees, summer camps, and public outreach locations such as parks, schools, churches, and neighborhood ponds. These visible settings also help normalize Scouting in the community and create natural conversation points for families considering involvement.
Supported by trained volunteers, certified instructors, and council fishing committees, programs can be built to ensure success through proper equipment, safe instruction, and access to productive fishing locations where youth are likely to have early wins.
In many councils, fishing has become more than an activity. It is a strategic R3 tool that turns a simple outdoor experience into long-term engagement, stronger units, and renewed connection with families who may otherwise never engage with Scouting.
