Hart County Taxpayers and Property Owners Association

Hart County Taxpayers and Property Owners Association HCPOA stands for the Taxpayers and Property Owners of Hart County, Georgia. The HCPOA is a community-oriented service organization.

The HCPOA was established in 2002 to improve property tax assessments' accuracy and help property owners understand their tax assessments and the assessment appeals process. Later, we expanded our community outreach to include broader concerns and issues impacting Hart County. Membership consists of property owners, including lakeside residents, rural land owners, urban dwellers, and agricultural

and commercial business owners. Our activities include:

1) active monitoring of the Hart County School System, including issues related to financial management, construction projects, property tax usage, student achievement, and curriculum;

2) active coordination with other community organizations and businesses within the Savannah River Basin in Georgia and South Carolina. Participants include Federal, State, and local government officials from both states. Issues of interest include stabilizing lake levels, environmental concerns, recreation facilities, and economic development;

3) active monitoring of the recent surge in annexations of County land to the City of Hartwell and the impact of developing rural properties with high-density projects; and

4) continue to monitor the Hart County Tax Assessor's Office to ensure that property assessments remain linked to actual sales values and changing market conditions. The HCPOA also convenes monthly meetings that cover a wide range of topics of interest to the community. Admission is free, and the general public is invited to attend. HCPOA's Mission

HCPOA FINAL COMMUNITY UPDATE (February 1, 2026)

HCPOA concluded operations effective 12/31/25. After paying final wind-up expenses (including preparation and filing of a final tax return), the Association donated the remaining funds to the Nancy Hart Literacy Council (NHLC), a local 501(c)(3) nonprofit that operates the Hart County Adult Learning Center.

Real stories by real people. Come support this amazing project! Monologues from the Hart. July 11-12 at Hart County Community Theatre — that’s tomorrow and Saturday!

🎭 Performances of ‘Monologues from the Hart’ to ‘give voice to voiceless’ 🎭

A show close to the heart of everyone involved, that also serves as a fundraiser for the Northeast Georgia Council on Domestic Violence (NEGACDV), is set to premiere on the Hart County Community Theatre (HCCT) stage this weekend.

Performances of “Monologues from the Hart” will be held Friday, July 11 and Saturday, July 12 at 7 p.m. each night.

The show is made up of a collection of monologues, songs and stories submitted locally. Submitters could choose to claim their stories or could remain anonymous.

The next two public meetings for "Envision Hartwell 2050", the City of Hartwell's Comprehensive Plan project, are Monday, July 14 @ 6pm and Tuesday, August 12 @ 4pm, at City Hall - 456 E Howell St, Hartwell.

In lieu of a July General Membership Meeting, which would normally be held on Tuesday, July 15, the HCPOA will take a vacation this July, with the Board of Directors asking Association Members to attend and participate at the City's public meeting on Monday, July 14, instead.

🏘️ Survey results show mixed bag of wants 🏘️

With 911 total responses as of Monday’s 2025 Comprehensive Plan meeting, Georgia Mountains Regional Commission planning director Adam Hazell said the survey is effectively closed.

Monday’s meeting showcased the final responses, highlighting a common interest in “only some” growth and a “desire to minimize impacts of growth.” Hazell said the community’s participation in upcoming meetings is essential to ensuring inevitable growth has a limited impact on Hartwell’s charm.

“Keep riding that horse, take the lessons you learned in terms of what you can do to help out with some of the units out here,” Hazell said. “Make the mesh in with the community…There is more to life than just only downtown and then big strip centers. Find ways to make that happen.”

New time for the Tuesday, June 17th, meeting of the Hart County Taxpayers and Property Owners Association, where former Board of Equalization and Board of Tax Assessors Chairmen David Thompson and Lowell Macher will lead a discussion of your annual Hart County property tax assessments, which could arrive in your mailbox any month now.

Join us as doors open for refreshments @ 5:30pm;

business meeting begins @ 6pm.

While most HCPOA meetings are open to the public, this one is for Members Only; join at (it's not expensive).
