It also recognizes the history of the disability rights movement, including the passage of the Americans with Disabilities Act (ADA) in July 1990. This month is a time to challenge stigma, promote inclusion and accessibility, and affirm that disability is a natural part of the human experience. Isolation in institutions was once the only option for people with disabilities. The Olmstead decision (1999) changed that, laying the foundation for people with disabilities to live in the community instead of institutions. Home and community-based services make community living possible. That’s why Protection and Advocacy (P&A) agencies from California to Connecticut fight every day to protect these services.
