In our 2024–2025 Blueprint community survey, Allison Hill neighbors shared something powerful about the place they call home. When asked whether they would choose to stay and invest in their community or leave if given the option, an overwhelming 83% said they would stay.

That’s more than a statistic—it’s a reflection of pride, resilience, and a deep commitment to building a stronger Allison Hill together. 💛

Knowing that Allison Hill residents were weary of yet another survey that would lead to little results, the Allison Hill Blueprint Communities team had to find new and more unique ways to approach community engagement. The team created neighborhood events and a survey design that would be in-person, family-friendly, low-tech, and low-cost. Residents responded!

When given ‘funds’ to invest, residents overwhelmingly chose to invest in housing, entrepreneurship, and neighborhood improvement!

At every event, the team facilitated a community visioning activity asking residents whether they wanted to “stay” in the neighborhood or “leave,” and —if they stayed—how they would invest funding to better their community.

Participants used “bills” to represent their priorities, allowing us to quantify resident preferences in an accessible, interactive format.

Allison Hill was the first expansion of Harrisburg City via annexation in the late 1800s, moving further east from the Susquehanna River. The community has a history of blight and crime, however, recent initiatives have made efforts at revitalization. The most recent developments within the community were the MulDer Square Project and Swatara Street Project (totaling $20M+) aimed at providing additional housing within the strained community.

We Graduated 🎓

Our Blueprint Team officially graduated from the Blueprint Communities program. What this means:

Our team received intensive support during an 18-month training. Throughout this time, our team attended trainings and connections to resources to develop a plan and build their capacity to implement it.

Key resources provided included:
- Support in building a community vision and strategic plan with measurable objectives
- Individual leadership and team development support and peer learning opportunities
- Building the capacity of local organizations to plan for and execute initiatives
- Connection to technical expertise unique to community needs
- Partnerships with local and regional resource providers, and public and private funders
- Direct community coaching to overcome obstacles and build community momentum
- Financial support from FHLBank, member institutions and other entities

Graduating communities receive a Blueprint Communities designation lasting up to 10 years which is HUGE for our Allison Hill community! 💪

ATTENTION ARTISTS 🎨

The Allison Hill Blueprint Community Team invites qualified mural artists to apply for the design and implementation of a 15’ x 30’ public mural celebrating the neighborhood’s strategic priorities: Affordable Housing, Business Development & Support, and Connecting Resources.

This project will serve as a highly visible symbol of community pride and momentum for long-term revitalization efforts. The selected artist will collaborate with residents and youth participants throughout the design and painting process, with installation scheduled for May–June 2026.

The ABC’s of Allison Hill: C is for Connecting Resources

As part of the Allison Hill Blueprint Community initiative, local leaders, residents, and partners are working together around three shared goals for the future of our neighborhood — the ABC’s of Allison Hill:

🏡 A – Affordable Housing
🏢 B – Business Development
🤝 C – Connecting Resources

Today we’re highlighting C: Connecting Resources.

Our goal is to increase awareness and accessibility of resources, training, and opportunities that support long-term community development in Allison Hill.

To accomplish this, the Blueprint team is focusing on three key actions:

• Identifying and coordinating potential resources and solutions that meet community needs — helping to publish, promote, and provide access to valuable opportunities for residents and organizations

• Identifying gaps in available resources and services within the community’s existing assets and support systems

• Connecting partners and supporting the development of missing services or resources that can help meet the needs of Allison Hill residents

The desired outcome is to empower residents, organizations, and local leaders with the tools and connections they need to grow, expand, and create new opportunities for themselves and their community.

When resources are visible and accessible, communities are better equipped to build their own future.

Together, the ABC’s of Allison Hill are helping create a stronger, more connected neighborhood for generations to come.

The ABC’s of Allison Hill: B is for Business Development

As part of the Allison Hill Blueprint Community initiative, local leaders, residents, and partners are working together around three shared goals for the future of our neighborhood — the ABC’s of Allison Hill:

🏡 A – Affordable Housing
🏢 B – Business Development
🤝 C – Connecting Resources

Today we’re highlighting B: Business Development.

Our goal is to increase awareness and accessibility of resources that support business growth and development within Allison Hill, helping local entrepreneurs and small businesses thrive.

To accomplish this, the Blueprint team is focusing on three key actions:

• Creating a directory of local small businesses within Allison Hill to highlight and support the entrepreneurs already serving our community
• Conducting a needs assessment of local businesses to better understand challenges, opportunities, and potential gaps in services across the neighborhood
• Promoting business development opportunities and resources aligned with the needs identified in the survey to support both existing and emerging businesses

The hope is that this work will help spark a new wave of economic development, while also uplifting and promoting underrepresented businesses as key partners in the growth of the Allison Hill community.

Strong local businesses create jobs, strengthen neighborhoods, and help build a vibrant community for everyone.

Today we’re highlighting A: Affordable Housing.

Our goal is to stabilize and increase the availability of affordable residences within Allison Hill so families can live, grow, and invest in the community for generations to come.

To do this, the Blueprint team is focusing on three key actions:

• Identifying and categorizing blighted housing across Allison Hill
• Pinpointing areas of concentration where targeted investment and redevelopment can make the greatest impact
• Engaging community members, developers, and investors to work together to address housing needs

This work is about more than buildings — it’s about creating safe, stable homes that allow families and future generations to thrive right here in Allison Hill.
