The 2026 KIDS COUNT® Data Book from Annie E. Casey Foundation highlights where states are making progress for children and where challenges remain across economic well-being, education, health and family/community factors.

This year’s enhanced KIDS COUNT index adds scores alongside rankings to better show how child well-being has changed over time since 2019. Upcoming changes to Medicaid could put progress in children’s health insurance coverage at risk.

Pennsylvania has worked for decades to expand access to health care for children and families. Still, advocates warn that new federal changes could lead to more uninsured children across the commonwealth.

Roughly 5% of children lack coverage, a stat that hasn’t budged since at least 2019, according to a recently released 2026 KIDS COUNT® Data Book from our partner Annie E. Casey Foundation.

As PPC President & CEO Kari King shared with Spotlight PA, “There's a lot on the horizon that I think could really stand to push us back years, in terms of progress.”

Health coverage helps children access preventive care, immunizations, regular checkups, and the services they need for healthy development.

SNAP helps PA children and families access the food they need to grow and thrive. 🍎

Since September 2025, when H.R. 1 changes to SNAP took effect, more than 65,000 fewer PA children are enrolled in SNAP, a 9% decrease.

We’re partnering with advocates to hear directly from families impacted by recent SNAP changes. Your experiences can help policymakers understand what families are facing and how SNAP can better support communities across Pennsylvania.

Pennsylvania is making progress for children and families, but recent gains could be at risk.

The 2026 Kids Count Data Book ranks Pennsylvania 18th overall in child well-being. PPC President & CEO Kari King shared that improvements in health and insurance coverage have helped drive progress, but federal policy changes could threaten access to programs that help keep children healthy.

“For Pennsylvania's children, about 38% receive their insurance through Medicaid, and as the impacts of H.R. 1 are going to be implemented at the state level, we'll unfortunately see those uninsured rates continue to rise,” King said.
