AFSCME Council 13 was founded in 1973 and is the fastest-growing, most progressive union in Pennsylvania. We are over 65,000 strong. We represent secretarial and clerical workers, health care and hospital employees, teachers, social workers, correctional officers, highway employees, mental health workers, inspectors, employment counselors, park and recreation workers, and many more of those whom p

rotect and serve the citizens of the Commonwealth of Pennsylvania everyday. Our work touches state, county, township, city, and borough levels of government and wins power on the job for those who work so hard. AFSCME members have won strong contracts, competitive wage increases, job security, fair grievance procedures, comprehensive health insurance, and a strong voice with management. AFSCME is democratically run by its members whom each have a vote for local union officers and board members. Council 13 and every local has its own constitution, and members vote on the actions of his and her local union. We are the brothers and sisters of those who work diligently to serve Pennsylvania, and we work vigorously to protect them in the workplace so that we may maintain a strong middle class.

AFSCME members were among the thousands gathered in our nation's capital to recognize the law enforcement officers who put service above self every day to keep our communities safe.

National Law Enforcement Week is a powerful reminder of the sacrifices made by police officers and public safety professionals, as well as the families who stand beside them.

"Being here for Police Week was emotional and unforgettable, especially after everything York County went through in 2025 with the line-of-duty deaths of four officers,” said Barbara Bowles, President of AFSCME Local 1485 and a 911 Dispatcher for York County, PA, who attended the events in Washington, D.C., and worked through those tragic incidents.
