The Pennsylvania Chiefs of Police Association is incredibly proud to lead the Criminal Apprehension Technology (CAT) Training Program and to see the impact this initiative continues to have on law enforcement agencies across Pennsylvania.

Most recently, the Pennsylvania Capitol Police received a digital camera crime scene kit valued at more than $6,000. The kit provides officers with advanced photography equipment and technology to support the documentation, collection, and preservation of photographic evidence.

Through funding provided by the Pennsylvania Commission on Crime and Delinquency and our work at the PCPA, the CAT Program has provided camera equipment to 43 police departments across the Commonwealth and trained more than 90 officers in the effective use of this technology.

It is extremely rewarding to know that the work we are doing is helping provide law enforcement professionals with the tools and training they need to perform their jobs effectively and contribute to safer communities throughout Pennsylvania.

One year ago today, September 17, 2025, three members of the Northern York County Regional Police Department made the ultimate sacrifice in the line of duty.
Detective Sergeant Cody Becker, Detective Mark Baker, and Detective Isaiah Emenheiser were killed while serving their community. Two other officers were seriously wounded, and an entire law enforcement family—and community—was forever changed.
A year later, the pain of that day remains. But so does something far more important: the memory of how these three men lived.
They were more than police officers. They were husbands, fathers, sons, brothers, friends, mentors, partners, and public servants. They built careers around protecting others, supporting their fellow officers, and serving their communities with courage and commitment.
In the days and months that followed, thousands stood together to honor them. Law enforcement officers traveled from across Pennsylvania and beyond. Communities offered support, prayers, compassion, and strength to families and colleagues facing an unimaginable loss.
That support mattered then, and remembrance matters now.
Anniversaries such as this remind us that behind every badge is a person, a family, a circle of friends, and a lifetime of relationships that extend far beyond a uniform.
Today, we remember Detective Sergeant Cody Michael Becker, Detective Mark Edward Baker, and Detective Isaiah Emenheiser—not simply for how their lives ended, but for the lives they lived, the people they loved, and the difference they made.
May we continue to speak their names, share their stories, support their families and fellow officers, and honor their service through our own commitment to one another.
Their service will not be forgotten.
Their sacrifice will not be forgotten.
And they will not be forgotten.

The PCPA was honored to coordinate an important training last week at the Pennsylvania Game Commission headquarters in Harrisburg, PA, supported through funding from the Pennsylvania Commission on Crime and Delinquency. This session marked the second of three statewide trainings designed to strengthen the tools and strategies professionals use when supporting women impacted by violence, reinforcing our collective commitment to improving safety, response, and care across Pennsylvania. We are grateful to all who attended and continue to champion this critical work.
