🚨 MAKE A DIFFERENCE — SUBMIT YOUR PUBLIC COMMENT BEFORE 3/10/26! 🚨
The Wisconsin Senate is considering SB 3, a bill that could give local communities a real say over massive wind and solar projects in their area.
What SB 3 does:
SB 3 would require local government approval before the Public Service Commission of Wisconsin (PSC) can approve large wind or solar projects. In other words, towns, villages, and cities where projects are proposed would need to approve them before the state can issue a final permit.

SCC Responsible Energy Coalition: Advocacy in Action:

We sincerely thank all supporters of the SCC Responsible Energy Coalition (“SCCREC”). Founded last winter due to government inattentiveness and inaction regarding the Xcel Ten Mile Creek industrial solar project. SCCREC’s charitable mission is to study, educate and mitigate the negative health, safety, economic and environmental impacts from of ill-conceived and misplaced industrial solar projects.

Throughout the last year we have researched industrial solar projects, held many large and small public meetings, door knocked, handed out and posted fliers, engaged in communication campaigns and stood up a website and social media page all in an effort to raise awareness in the community and with our local governments of the many negative impacts of the proposed Ten Mile Creek industrial solar project. We are pleased to report that our effort has made a significant difference: St. Croix County, Hammond Township, and Erin Prairie have each committed to intervening in the Wisconsin Public Service Commission’s review of Xcel Energy’s Ten Mile Creek project!

While the situation continues to evolve, SCCREC’s focus and direction is also evolving but we remain dedicated to our charitable mission and will continue to support the community (including the County and townships) that are actively opposing the Ten Mile Creek project. We will also monitor developments with the project and deploy our resources to advance our charitable mission and continue to raise awareness, educate and provide clear, fact‑based information to help local communities and governments understand the major impacts of misplaced and ill-conceived industrial solar/wind projects so everyone can make informed decisions and mitigate the harmful effects of these projects.

HAMMOND TOWNSHIP RESIDENTS: Please consider attending the Township Board meeting Monday, December 8, 2025, 7:30 pm, at the Hammond Town Hall at 1816 County Road E. The Board will be taking action on the following important items related to our fight against Xcel's industrial solar boondoggle that will be built in our backyards: (i) Discussion regarding legal representation for Xcel Solar Project; (ii) Approval of funds for approved law firm; (iii) Approve Law firm to work with Board as intervenor to the PSC for Xcel Solar Project; (iv) Town position regarding the Xcel Solar Project; and (v) Decide whether to pursue a JDA with Xcel Energy.

TOWN OF HAMMOND RESIDENTS: Please attend the Township Board meeting on Monday November 10th at 7:30pm to encourage the Township Board to vote to intervene at the WIPSC and fight the Xcel Energy industrial solar boondoggle that threatens our health, safety, property values and environment. SCCREC continues to monitor state and federal regulatory developments, Xcel Energy’s actions, and the decisions of the St. Croix County Board of Supervisors. As many residents are aware, the County Board has finally authorized the County to intervene in the Wisconsin Public Service Commission ("WI-PSC") proceedings—should Xcel Energy file an application for the controversial King Transmission/Ten Mile Creek industrial solar project.

The next critical step is an October County Board vote on the proposed Joint Development Agreement ("JDA"). We urge the Board to reject the JDA in its entirety. Many of its terms are not only far less protective than what the WI-PSC typically mandates, but they also would have a deleterious impact on our community. The JDA poses a serious threat to our health, safety, environment, and property values. It is not a compromise; it is a concession. And it must be rejected outright.

Congratulations to the St. Croix County Board of Supervisors on passing the resolution to authorize St. Croix County to intervene in the WI-PSC to oppose Xcel Energy's King Transmission/Ten Mile Creek solar boondoggle in our county! The resolution passed 16 to 1 with Supervisor Daniel Hansen being the only County Supervisor to oppose the resolution. If Xcel does pursue this project, St. Croix County can now intervene in the WI-PSC to oppose this terrible industrial solar project!

Let's hope the St. Croix County Board follows the lead of the Community Development Committee who previously recommended that the County reject the Xcel JDA and intervene at the WI-PSC to protect our health, safety, property values and environment. The County Board Meeting where the Board will vote on these issues will be held tomorrow (8/5/25) at 5pm at 1101 Carmichael Road Room 1400 in Hudson. Public comments will be taken at the beginning of this meeting.

It can be difficult for many people to attend these meetings due to work schedules and other commitments so if you are unable to attend, please consider calling or writing your County Board member to respectfully let them know you want them to reject the JDA and intervene at the WI-PSC. The County Board contact information can be found at the link below.

The St. Croix County Community Development Committee had the courage and wisdom to protect our health, safety, property values and environment by voting to REJECT the Xcel JDA and voting to INTERVENE at the WI-PSC!!

Next, the full County Board needs to also vote to reject the Xcel JDA and vote to have St. Croix County intervene at the WI-PSC to protect our health, safety, property values and environment. The County Board Meeting where they are likely to vote on these issues will be held on 8/5/25 at 5pm at 1101 Carmichael Road Room 1400 in Hudson. Public comments will be taken at the beginning of this meeting.

Consider attending the St. Croix County Community Development Committee on Tuesday July 22, 2025 5:00 PM at the St. Croix County Government Center - Room 1400 Government Center - 1101 Carmichael Road in Hudson. The Committee will be taking a vote to make a recommendation to the St. Croix County Board as to whether or not the County should reject Xcel Energy's Joint Development Agreement and whether or not St. Croix County should formally intervene in the WI-PSC's review of Xcel's application for the King Transmission/Ten Mile Creek 5000-acre solar boondoggle in St. Croix County. Attend and use your public comment time to respectfully tell St. Croix County that you reject Xcel's JDA and demand that St. Croix County formally intervene to protect the citizens of St. Croix County from the negative health, safety, environmental and economic impacts this massive 5000-acre industrial solar complex with bring to St. Croix County.

Not able to attend the meeting? No problem, call or write your County Supervisor and respectfully tell them that you demand that they reject the JDA and that the County must intervene. You can find your County Supervisor's contact information at the below link.
